Salary– $76,531.00 – $96,324.00

What you will do:

Your job will be to help the unit:

  • Develop and implement Total Maximum Daily Load (TMDL) studies that accurately describe the scope of a water pollution problem and the actions necessary to achieve water quality standards.
  • Design scientific studies and stakeholder/public engagement processes to ensure scientifically defensible and socially implementable conclusions.
  • Proactively work to solve pollution problems caused by nonpoint, or unregulated, sources such as pollution-generating residential land use activities, agricultural practices, and diffuse low-level sources of toxic chemicals.
  • Respond to and resolve site-specific nonpoint pollution complaints, which may involve taking formal enforcement actions to protect or restore water quality.
  • Ensure forest practices are implemented to protect water quality through site-specific technical assistance, inter-agency collaboration, complaint response and escalating enforcement.
  • Manage nonpoint and stormwater grants in accordance with agency policies and procedures.

To do this, you will:

  • Prioritize staff, scientific study and nonpoint pollution control resources to address water pollution in fresh and marine surface waters of the NW region.
  • Manage the recruiting and hiring of staff, and support staff’s learning and development.
  • Develop unit goals and objectives, and communicate staff’s recommendations to program leadership.
  • Support staff and help them solve issues that arise while serving the public.
  • Collaborate across the agency to guide implementation and adaptively manage our Nonpoint Source Control Plan.
  • Negotiate with USEPA Region X counterparts to assist staff with the administration and implementation of TMDL policies and procedures.
  • Lead the way to improve our use of technology, scientific information, and available regulatory tools to address water pollution problems.
  • Serve as a line of communication between unit staff, regional leadership, program management, and USEPA counterparts.
  • Build and maintain strong teams and relationships across Ecology programs including the Water Quality Program and the Environmental Assessment Program as well as other state and local agencies and organizations such as the Puget Sound Partnership, Conservation Districts, and Salmon Recovery organizations.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:

Nine (9) years of experience and/or education:

  • Education: In water quality management, environmental sciences, engineering, planning, public administration, or closely related field.
  • Experience: In natural, environmental, or physical sciences; engineering; planning; public administration; or closely related field.

AND

  • At least one (1) year of experience leading, supervising and/or managing staff; or managing or coordinating a complex project with multiple stakeholders, team members, or contractors (may be gained at the same time as the experience above).
  • At least one (1) year of experience administering, implementing, enforcing, and/or developing environmental permits, regulations and/or policy for state and federal environmental laws and regulations (may be gained at the same time as the experience above).

Option 2:

  • A Bachelor’s degree in natural, environmental, or physical sciences; engineering; planning; public administration; or closely related field.
  • Five (5) years of experience in water quality management, environmental science, planning, public administration, or closely related field.
  • At least one (1) year of experience leading, supervising and/or managing staff; or managing or coordinating a complex project with multiple stakeholders, team members, or contractors (may be gained at the same time as the experience above).
  • At least one (1) year of experience administering, implementing, enforcing, and/or developing environmental permits, regulations and/or policy for state and federal environmental laws and regulations (may be gained at the same time as the experience above).

Option 3:

  • A Master’s degree in natural, environmental, or physical sciences; engineering; planning; public administration; or closely related field.
  • Three (3) years of experience in water quality management, environmental science, planning, public administration, or closely related field.
  • At least one (1) year of experience leading, supervising and/or managing staff; or managing or coordinating a complex project with multiple stakeholders, team members, or contractors (may be gained at the same time as the experience above).
  • At least one (1) year of experience administering, implementing, enforcing, and/or developing environmental permits, regulations and/or policy for state and federal environmental laws and regulations (may be gained at the same time as the experience above).
