Salary- $72,756.00 – $95,484.00 Annually

Duties

Our Puget Sound Habitat Recovery Section Manager,

Leads internal and external coordination to develop restoration opportunities for Puget Sound Nearshore Ecosystem Restoration Project (PSNERP) and seek funding to implement programs and projects.  Tasks include, but are not limited to:

  • Develop collaborative partnerships and actively engage partners in evaluating the role of PSNERP in restoration planning and assessing the state of the science – including tribes, Regional Fish Enhancement Groups, Lead Entities, state and federal agencies, restoration entities, and the community.
  • Working in collaboration, develop fundable proposals for new and/or expanded projects that were generated through PSNERP.
  • Coordinate with U.S. Army Corps of Engineers (USACE) and other federal agencies on PSNERP shared federal-state contributions for restoration.
  • Facilitate resolutions and negotiate agreements arising from complex and sensitive habitat restoration projects.

Puget Sound Recovery Policy, Planning, Supervision, and Mentoring. Tasks include, but are not limited to:

  • Provide agency representation, interagency coordination, and policy and technical support for Puget Sound recovery planning. This includes legislative strategy and coordination, representing the agency in regional forums, as well as strategic planning that incorporates other programs within the agency when needed.
  • Facilitate resolution of policy and management issues by developing recommendations in consultation with division and program management staff.
  • Support staff of the Estuary and Salmon Restoration Program (ESRP), Puget Sound Habitat Strategic Initiative Lead (HSIL), Puget Sound Nearshore Ecosystem Restoration Program (PSNERP), and the new Shoreline Armoring Revolving Loan Fund by ensuring staff understand their role in the Agency, Program, Division, and Puget Sound Section.
  • Work with staff to set goals and objectives, develop short and long-term strategies to implement, and develop performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.

WORKING CONDITIONS:

Work Setting, including hazards:

  • Work is performed almost exclusively indoors in an office environment.
  • The duty station for this position is in Olympia, WA. Due to the Governor’s “Stay Home, Stay Safe” order due to the pandemic, many of our positions are currently working remotely, or a combination of office and remote.  When the Governor lifts the “Stay Home, Stay Safe” order for state employees, combinations of office or telework may be considered.

Schedule:

  • Typically, Monday – Friday – 8:00 a.m. – 5:00 p.m. – a flexible schedule may be considered and is subject to supervisor approval.
  • Workload demands may require work outside the assigned work hours and adjustment of work schedules.

Travel Requirements:

  • Some travel is required and is typically local or regional (Puget Sound-wide), to meet with partners, conduct business, or to attend/provide trainings.

Tools and Equipment:

  • Computers, cell phones, highway vehicles, video-conferencing, and standard office equipment.

Customer Interactions:

  • Responsible for contentious issue resolution and interaction with leaders of major stakeholder groups – must have excellent personal interaction and diplomatic skills.

REQUIRED QUALIFICATIONS:

Please Note: Professional equivalent experience in the below fields may substitute, year for year, for the education requirement.

  • Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, restoration ecology, public administration or public policy or a closely related field.

AND

  • At least seven (7) years of professional experience in natural resources/environmental policy or planning, environmental or natural resource management or program development.
  • Two (2) years of the above professional experience must also include management experience.

  • Management experience is defined broadly to include supervision, managing, or leading of a team for a program or project, or equivalent.
  • Professional experience can include paid and unpaid work or educational opportunities, or equivalent.

Must demonstrate experience and strong competence in these skills and abilities:

  • Strong interpersonal skills and verbal/written communications skills – effectively convey ideas and information using spoken language and written language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience/reader.
  • Managing the administrative aspects of a program, including contract management, and reporting requirements.
  • Demonstrated ability to apply negotiation and conflict resolution skills.
  • Seeks and acts on opportunities to improve, streamline, and re-invent work processes.

PREFERRED QUALIFICATIONS: 

  • A Master’s degree in natural resource or environmental science, natural resource or environmental planning, restoration ecology, public administration or public policy or a closely related field.

AND

  • Five (5) years of professional experience in land use, environmental or natural resource management, planning, or program development.
  • Experience working with or for aquatic restoration programs or projects, particularly nearshore and/or estuary restoration, and the Puget Sound restoration community.
  • An unrestricted state-issued driver’s license.
