Salary- $61,195.08 – $74,560.44 Annually

Summary

Plan and implement effective education programs, develop and adapt technical methods and programs for the successful suppression and control of noxious weeds, and create action-oriented, community-based activities that foster widespread understanding of noxious weed control and a community stewardship ethic toward natural resources.  Implement the policies and regulations of the Clallam County Noxious Weed Control Board while administering Washington’s noxious weed control laws. The individual in this position operates under the general supervision of the Clallam County Noxious Weed Control Board, and the direct supervision of the Clallam County Administrator. The Clallam County Noxious Weed Control Program’s mission is to protect citizens, land and natural resources from the economic and environmental impacts of noxious weeds in Clallam County. 
 
Scope of Responsibility
As the coordinator, the person in this position plans, develops, and implements the County’s noxious weed control program as prescribed in RCW 17.10 and WAC 16-750 and in compliance with all relevant regulations and policies of the Clallam County Noxious Weed Control Board.  The incumbent plans, organizes and manages outreach programs, activities, and staff for the Clallam County Noxious Weed Control Board.  The incumbent is responsible for managing programs to control noxious weeds, planning and implementing weed education, prevention, field survey and control activities, supervises staff, and ensures compliance with state and county policies and procedures.  This individual must be able to provide information to the public about appropriate control measures best suited to site conditions. As the coordinator, the incumbent is expected to interact closely with other County departments, public agencies and private landowners. The incumbent is responsible for ensuring landowner compliance with Washington’s noxious weed control laws and overseeing enforcement actions when required.  The incumbent provides administrative and management support to support the Clallam County Noxious Weed Control Board as needed. General supervision is provided by the Clallam County Noxious Weed Control Board. The incumbent is under the direct supervision of the County Administrator.

Typical Duties

 

  • Maintain a thorough knowledge of the ecology and physiology of all noxious weeds listed by the State Weed Board.  Recognize on sight, or be able to identify, noxious weeds; a broad knowledge of general weeds and native plants is also necessary.
  • Direct surveys and information collection to maintain thorough understanding of the distribution and populations of noxious weeds in Clallam County.  Organize a summary of this data in reports, maps and other suitable forms.
  • Maintain a thorough and current knowledge about methods of controlling noxious weeds including prevention, biological, chemical, mechanical, cultural, and other sound land management practices that minimize the establishment and spread of noxious weeds.
  • Provide general and technical education to the public and landowners about noxious weeds and their control through seminars, speaking engagements and other means as appropriate.
  • Provide consultation, weed identification, vegetation management recommendations, and education on general weed control to public agencies, industries, owners of recreational grounds and homeowners as resources allow.
  • Coordinate weed control efforts with the State Noxious Weed Control Board, noxious weed control boards in neighboring counties, and with other local, state and federal agencies, tribal and non-profit entities, community groups, and private land owners.
  • Plan and direct the application of pesticides when necessary; prioritize projects and oversee work to ensure the proper application of materials and the observance of all safety procedures. 
  • Respond to inquiries and complaints about noxious weeds by county residents.
  • Manage and coordinate statutory noxious weed compliance and enforcement actions.
  • Work closely with the Clallam County Noxious Weed Control Board to develop and implement local weed control policies.  Monitor and evaluate weed control program compliance with laws, rules, regulations, and standards; monitor and evaluate program performance; recommend modifications to policies and procedures as needed.
  • Provide the necessary clerical support to the Board to assure proper and timely distribution of Weed Board correspondence, meeting and program materials.  Assist the Board in meeting other legal requirements such as conducting annual public hearings.
  • Manage budget preparation and administration; monitor and control expenditures; collect operational and administrative information and compile data for reports; analyze information and recommend program modifications as needed.
  • Draft contracts and legal documents (as required by state law and county policy), and any other documents or forms necessary for various program functions. 
  • Plan and manage the activities of staff; plan, prioritize, and assign tasks and projects; train and develop staff; monitor work, and evaluate performance; review the work of staff to ensure work quality and timely completion of assigned duties and responsibilities.

Education, Training, & Experience

Education/Training
Bachelor’s degree with a major in biology or natural science, weed science, forestry, environmental science, business administration, public administration and management or related field.
 
Experience
Minimum of 3 years of program management experience OR an equivalent combination of education and program management experience. (Experience may be substituted for education on a year-for-year basis)
 
Necessary Special Requirements
Possession of a Washington State Public Pesticide Operator License with an aquatic endorsement, or must obtain one within 30 days of hire. Additional licensing categories preferred.

While in a standard office environment, the person hired for this position will be expected to be able to input data, prepare reports, and other tasks involving frequent use of a personal computer. The person hired in this position will often be working in a field setting. These duties require working in all types of weather and temperature conditions, on rough terrain often in remote areas in direct sunlight and in contact with plants, poisonous weeds and exposure to wildlife. Field settings require walking on various types of surfaces, including rough terrain, sitting, standing, walking, often times for long periods, maintaining balance, climbing over obstacles, up inclines and traversing uneven terrain, bending, stooping, reaching, pushing, pulling, twisting, shoveling, and digging; requires a sense of touch, finger dexterity and ability to grip with fingers and hands; requires lifting and carrying up to 40+ pounds; requires ability to hear normal voice conversations and alarms and the ability to speak and to perform the mental requirement of the position; requires close, far and side vision with depth perception and ability to discern color accurately; requires wearing of safety equipment. This position requires the ability to operate a passenger vehicle, work alone, and in remote areas; ability to work in all types of weather and temperature conditions; exposure to direct sunlight, outside temperature extremes, dampness, wind, rain, ice and snow; ability to work in water. Inclement weather conditions are expected.
