Salary- $58,260.00 – $76,416.00 Annually

Duties of this position include, but are not limited to, the following:

  • Increase the pipeline of qualified business leads through the development and execution of a proactive business development strategy.
  • Identify target companies across the U.S. and abroad, cultivate relationships with public and private sector leaders, and provide direct assistance to these companies.
  • Increase capital investment to the state through a pro-active strategy of business outreach, participation in key events and industry events.
  • Make direct and strategic contact with domestic and foreign companies and provide assistance to companies in need of expansion/location services.
  • Support all aspects of business investment, site location, and operating issues such as business climate, regulations, workforce development, infrastructure, taxes and incentives, financing, real estate, and other management/production issues.
  • Organize and assist local partners in preparing information, arranging and conducting site tours, facilitating communications/assistance/resources between companies and state, local and private parties.
  • Provide strategic guidance to the Sustainable Business Development Director to develop strategy and tactics to be deployed for business attraction related to expansion of recycling, manufacturing of recyclable materials, and industrial symbiosis.
  • Serve as a liaison with state, local and economic development partners.
  • Support grant applications to attract new businesses or incentivize existing businesses to expand with respect to recycling and industrial symbiosis.
  • Reach out to manufacturers to promote increased use of recycled materials and industrial waste as feedstock in their product and product development.
  • Support, promote, and identify research and development to stimulate new technologies and products using recycled materials and industrial waste.
  • Act independently on behalf of the Agency and Washington State in order to make strategic and tactical decisions that will affect business location decisions.
  • Organize and work with industry representatives and the Department of Ecology to identify opportunities to create new programs or policies that lead to business attraction/growth related to recycling and industrial symbiosis.
  • Educate interested recyclers, manufacturers, and waste managers on the latest regulations and collect feedback on desirable programs and practices.
  • Develop, recruit, and maintain a clientele portfolio which includes companies in the State of Washington within the assigned targeted industries.

Required Qualifications: 

  • Bachelor’s degree in environmental science, business, marketing, public administration, or related field
  • Three years of professional experience in community, trade, or economic development, with progressively increasing responsibilities in one or more of the following:
    • Industry association
    • Business development
    • Policy work related to recycling, waste management, circular economy or a similar field 

Required Competencies

  • A strong understanding of business processes and/ or policy work related to recycling, manufacturing and technologies for using recycled materials, and waste management
  • Demonstrated skills in business communications or analysis
  • An understanding of underlying fundamentals and drivers of the business development/recruitment process, including strategic planning and financial analysis
  • Ability to create a strong foundation for the attraction and growth of recycling companies
  • Ability to successfully prioritize and manage multiple complex projects in a fast-paced environment
  • Ability to interact with business members and public stakeholders from diverse backgrounds
  • Proficiency in the Microsoft suite of software (e.g. Word, Excel, PowerPoint)

Desired Qualifications: 

  • A general understanding of state legislature and regulations related to recycling, manufacturing and technologies for using recycled materials, and waste management
  • Experience working for a recycler or an industry association
  • Experience working with Salesforce or comparable customer relationship management (CRM) system
