Salary- $7,854.00 – $10,303.00 Monthly

Duties

Our Geographic Information System Manager,

  • Manages the maintenance and administration of enterprise, geospatial data systems, including the data, databases, and the software applications, for interfacing with these systems.
  • Oversees the use of software for maintaining code, documenting bugs, feedback, and request for enhancements for data systems and applications.
  • Coordinates projects and work plans for resource allocation and prioritization.
  • Oversees GIS customer service, software, and technical support.
  • Manages GIS software user accounts and GIS Active Directory Security Groups.
  • Provides leadership and planning on the design, development, and implementation of new, enterprise, geospatial data systems.
  • Provides oversight of IT application development and data management staff responsible for developing new projects for geospatial data and systems.
  • Participates in IT security review audits of databases and applications.
  • Develops inter-organization agreements and memorandum of understanding (MOUs) to facilitate GIS data sharing/exchange.
  • Manages compliance with IT procedures for cybersecurity, and public records.
  • Recruits, hires, and trains new GIS staff.
  • Monitors and guides employee performance.
  • Develops GIS section spending plans and monitors budget variances throughout the fiscal year.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Work is performed in an office setting (may encounter moderate noise and distraction levels).
    • Requires extensive computer use and sitting.
  • Schedule:
    • Typically, work schedule is Monday – Friday, 8:00 am to 5:00 pm with occasional work beyond the scheduled workday and work week.
  • Travel Requirements:
    • Some travel is required to attend meetings, conferences, and training.
  • Tools and Equipment:
    • Computer hardware and software with emphasis on Geographic information systems.
    • Database systems, and other spatial and statistical analysis systems.
  • Customer Interactions:
    • Frequent interaction with WDFW customers, stakeholders, and project partners, WDFW Executives and Senior staff; other WDFW IT/GIS staff; members of the public; other state agency staff; and GIS professionals.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree from an accredited college or university with major course work in Geographic Information Systems, remote sensing, geography, wildlife science, natural resources management or a closely related field.

AND

  • Five (5) years of professional experience with Geographic Information Systems (GIS), ESRI software (e.g., ArcGIS for Desktop and ArcGIS Server) and related processes, such as administering spatial databases, developing GIS applications, or conducting complex, geo-processing/spatial modeling/image interpretation.

Please Note:

  • A Master’s degree from an accredited college or university with major course work in Geographic Information Systems, information technology, remote sensing, geography, wildlife science, natural resource management or a closely related field may substitute for one (1) year of professional experience.

Applicant must also have:

  • A minimum of three (3) years of senior-level knowledge in enterprise data management including data and database design, Structured Query Language (SQL) and Python scripting, producing, and managing web services.
  • A minimum three (3) years of experience managing an enterprise IT/GIS Program for an agency or department. This includes holding various leadership or management roles that lead a GIS team who provide a wide spectrum of support and services.
  • Two (2) or more years of experience supervising two (2) or more staff in IT or GIS positions involving data management and service delivery.

Knowledge of:

  • The ArcGIS “framework” of integrated technology, tools, features and functions (ArcGIS desktop, ArcServer, ArcGIS Online, Survey123, Collector).
  • Design, development and maintenance of data, relational databases, and data processes.
  • Design, development, and maintenance of custom GIS applications for wildlife resource management.
  • Project management principles and practices.
  • Managing contracts and budgets.
  • IT policies and procedures.

Certifications/Licenses: 

  • Valid Driver’s License.

PREFERRED QUALIFICATIONS:

  • Master’s degree from an accredited college or university with major course work in Geographic Information Systems, information technology, remote sensing, geography, wildlife science, natural resources management or a closely related field.
  • Project Management experience or certification.

Job knowledge and experience with:

  • Advanced wildlife data analysis and complex modeling (e.g., resource selection, habitat suitability modeling, home range analysis, etc.).
  • Developing and delivering formal presentations to both technical and non-technical audiences.
  • Communicating both information technology and natural resource subject matter to staff, at all levels (direct reports, senior management and public at large).
  • Mobile devices including smartphones, tablets, ruggedized computers, Global Positioning Systems (GPS) units, radio-telemetry GPS collars, and other data logging devices.
