The Outreach Manager, plans, organizes, and coordinates Governmental Affairs and Special Projects (GASP) department outreach and communication activities with a focus on incorporating Snoqualmie Tribal Culture especially as it relates to Snoqualmie Treaty rights. Outreach Manager will coordinate with Tribal departments, outside agencies and organizations to incorporate Snoqualmie Tribal culture, history, and language into outreach efforts, projects, and materials in a culturally appropriate and respectful manner. Will aid in coordinating tribal member involvement in opportunities for exercising Snoqualmie Treaty rights. Help facilitate cultural related events and activities. Coordinate assigned staff, budgets, and work plans for outreach and education activity grants. Advise tribal members, staff, and the community regarding program content, policies, procedures, and activities and make recommendations as appropriate. This is a salary exempt position that reports to the GASP Assistant Director.

Essential Functions

  • Plan, coordinate, and facilitate GASP outreach efforts.
  • Assist in providing cultural, historical, and environmental knowledge to all Tribal departments for outreach and communication activities to incorporate Snoqualmie Tribal culture, history and language into all outreach efforts, projects, and materials in an appropriate and respectful manner.
  • Facilitate partnerships with external governments, public agencies and organizations and surrounding communities such as museums, non-profits, and school districts for outreach and education activities.
  • Design, prepare, implement and publicize communications, materials, and processes for internal and external cultural and educational projects.
  • Understand and protect culturally sensitive information such as ethnographic mapping and seasonal harvest locations.
  • Participate in internal Tribe working groups and boards and larger tribal outreach boards/working groups to provide and coordinate on information regarding cultural topics and sensitive and sacred lands.
  • Coordinate and participate in discussions regarding cultural information. This will require attending local and regional meetings after normal working hours on a regular basis.
  • Keep up to date and informed on local activities, such as related planning commissions, city councils, Tribal Council retreats etc. This will require attending local and regional meeting after normal working hours on a regular basis.
  • Plan, coordinate, and participate in public outreach programs, conservation programs, local festivals and events, and volunteer events.
  • Provide cultural input and historical information on restoration projects.
  • Monitor assigned budgets and assist in preparing grants and grant proposals.
  • Supervise Outreach Assistant.
  • Ensure proper management of program records and information. Gather, compile, analyze, and maintain data and prepare reports.
  • Maintain confidentiality and communicate with tact and discretion.
  • Plan department goals and objectives and policy development.
  • Prepare and manage grants and project budgets
  • Other duties as assigned.
Requirements
  • Associate’s degree from an accredited institution required; Bachelor’s degree preferred. A combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.
  • Previous related work experience required.
  • Experience with scientific data collection and management required.
  • Knowledge of Snoqualmie Tribal and other Northwest Tribal cultures, history, traditions, and language required.
  • Excellent written and verbal communication skills. Demonstrated ability to communicate effectively with diverse populations.
  • Effective problem solving and conflict resolution skills.
  • Strong organizational skills, accuracy, and attention to detail. Ability to work in a fast-paced environment with deadlines and manage multiple priorities.
  • Proficient in Microsoft Office programs.
  • Ability to maintain confidentiality and use tact and discretion.•
  • Valid and unrestricted Washington state driver’s license.
  • Must agree to be subject to the Tribe’s Controlled Substance and Alcohol Testing Policy to include pre-employment screening.
  • Must be able to pass background check.
