Our Shoreline Revolving Loan Fund Coordinator, 

Lead the visioning and development of a shoreline revolving loan fund program, tasks include but are not limited to: 

  • Lead development of program vision and structure including development of policies regarding the lead agency home for the program and relationship with supporting partners.
  • Convene and facilitate/lead an advisory team to provide input during program development.
  • Set-up processes, procedures, and policies to institutionalize program structure across agency partners and contracts to manage the program (may include interagency memorandums of understanding, procuring, and contracting with a financial institution to service loans and manage the funds, etc.)
  • Ensure the program is synchronized with agency programs and priorities, and with the broader environmental state agency portfolio, including providing recommendations for the integration of environmental justice and climate change considerations.

Build relationships within WDFW, state agencies, and local partners to create and establish a shoreline residential revolving loan fund, tasks include but are not limited to:

  • Directs the development process for new and revised regulations, guidelines and policies and procedures as required to implement the state and federal shoreline armoring financial assistance programs.
  • Build and maintain a collaborative relationship with Department of Ecology and other agencies to ensure leveraging of existing expertise.
  • In coordination with the ESRP Shore Friendly Coordinator, maintain a constructive and collaborative relationship with local Shore Friendly partners.
  • Serve as primary liaison within the agency to coordinate and communicate with WDFW managers and staff in the Puget Sound regions, Restoration Division, and other division managers across WDFW Programs to ensure awareness of and key engagement in program development.

Seek and secure seed money to establish a revolving fund or funds, tasks include but are not limited to:

  • Explore state, federal, foundation, and private funding sources.
  • Coordinate with WDFW leadership (Habitat Program, Executive Management, Senior Policy Specialists) and consult Assistant Attorneys General as needed in exploring and evaluating fund sources.
  • Write funding applications (e.g., grant applications, state decision packages, etc.) and work with WDFW budget and Contracts Offices to implement successful funding.

WORKING CONDITIONS: 

  • Work Setting, including hazards:
    1. Work is performed almost exclusively indoors in an office environment.
    2. The duty station for this position is in Olympia, WA. Due to the Governor’s “Stay Home, Stay Safe” order, many of our positions are currently working remotely, or a combination of office and remote.  When the Governor lifts the “Stay Home, Stay Safe” order for state employees, combinations of office or telework may be considered.
  • Schedule:
    1. Standard business hours are Monday – Friday from 8:00 a.m. to 5:00 p.m. – a flexible work schedule will be considered at the incumbent’s request and is subject to supervisor approval.
    2. Workload demands may require work outside the assigned work hours and adjustment of work schedules.
  • Travel Requirements:
    1. Some travel is required, frequency will be assessed as pandemic and virtual alternatives evolve.
    2. Typically, local, or regional travel (Puget Sound-wide), to meet with partners, conduct business, or to attend/provide trainings.
  • Tools and Equipment:
    1. Duties require the use of standard office furniture and equipment – such as a desk, filing cabinet, computer, printer, telephone, copy machine, etc.
  • Customer Interactions:
    1. Frequent contact with clients, including some contact with those who may be frustrated.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in natural resource or environmental science, natural resource or environmental planning, public administration or public policy, law, business administration, or a closely related field.

         AND

  • At least three (3) years of professional experience in natural resources/environmental policy or planning, public administration, business administration, and/or program development.

Please Note: Professional equivalent experience may substitute, year for year, for education requirement.

Must demonstrate experience and strong competence in these skills and abilities:

  • Strong interpersonal skills and verbal/written communications skills.
  • Demonstrated organization and time management skills to effectively prioritize workload and maximize efficiency.
  • Managing the administrative aspects of a program, including contract management and reporting requirements.
  • Demonstrated ability to apply negotiation and conflict resolution skills.
  • Ability to seek and act on opportunities to improve, streamline, and re-invent work processes.
  • Basic use of Microsoft Office programs (including Word, Excel, and Powerpoint).

PREFERRED QUALIFICATIONS: 

  • A Master’s Degree in natural resource or environmental science, natural resource or environmental planning, public administration or public policy, law, business administration, or a closely related field.

Please Note: Two (2) years of experience in the above fields may substitute for a Master’s Degree, if a Bachelor’s Degree or equivalent experience is also obtained.

AND

  • Three (3) years professional experience in natural resources/environmental policy or planning, public administration, business administration, and/or program development.
  • Knowledge of government and business processes concerning financial, grant, or loan programs, especially those aimed at achieving social or environmental good, and the ability to work with them in order to achieve expected results.

Demonstrated: 

  • Ability developing new programs in collaboration and partnership with diverse institutions and organizations (government agencies, tribes, non-profits, private partners).
  • Success in applying for and receiving funds from different fund sources (government grants, foundation grants, private partnerships, state legislative requests).
  • Ability to apply negotiation and conflict resolution skills.
