Duties Include

  • Identifying and communicating freshwater HABS related problems to be solved and recommend a course of action.
  • Managing business processes necessary, including project management, to resolve complex ongoing issues related to freshwater harmful algal bloom policies of statewide importance
  • Characterizing future freshwater HABS related risks in Washington State and the impact of climate change on those risks.  
  • Collaborating on or independently designing and implementing HABS surveillance designed to understand climate related changes in freshwater HABS risk and adaptation strategies
  • Supporting and improving HABS related illness investigations in people or animals by providing technical assistance and investigation support to other state and local government agencies
  • Meeting HABS related deliverables on federal grants 
  • Conducting policy research and analysis to develop, update, or revise recommendations that address the multidimensional needs of the stakeholders on HAB issues across multiple levels of government. 
  • Maintaining a deep understanding of HAB issues in Washington State that will include but not be limited to becoming an expert on relevant peer reviewed literature, federal and state policy guidance, and internal documentation related to HABs.
  • Engaging with internal subject matter experts, external stakeholders, and climate change experts to understand the unique water related health risks Washington residents will face due to climate change.

Required Qualifications

  • Option 1: Six (6) or more years of professional experience conducting research and analyzing policies, laws, rules, or regulations related to harmful algal blooms, climate change, or other relevant subjects.

OR

  • Option 2:  A Bachelor’s degree or higher in public health, public policy, business administration, communication, environmental science, or a closely related field; AND two (2) or more years of professional experience conducting research and analyzing policies, laws, rules, or regulations.

OR

  • Option 3:  A Master’s degree or higher n public health, public policy, business administration, communication, environmental science, or a closely related field; AND

one (1) or more years of professional experience conducting research and analyzing policies, laws, rules, or regulations.

Desired Qualifications 

  • Demonstrated experience and education as a facilitator.
  • Experience working on environmental public health issues.
  • Experience convening and leading diverse stakeholder groups.
  • Subject matter expertise in freshwater harmful algal blooms.
  • Subject matter expertise on climate related hydrological risks.
  • Experience communicating professionally across a variety of settings.

Conditions of Employment/Working Conditions

  • Currently, this position may be located anywhere within the State of Washington. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater duty station for work activities.
