.What makes this role unique?

The OCR Trust Water Coordinator promotes and coordinates the program throughout the Columbia River Basin by representing OCR’s objectives on the statewide Trust Water Implementation Group (TWIG). This position works closely with applicants and partners interested in using the Trust Water Right Program (TWRP) to meet their water supply projects within the statutes and agency policies, by drafting trust water right agreements, water banking agreements and other necessary legal and formal TWRP documents. A key role for this position is managing and maintaining TWRP data in the various Water Rights Tracking Systems (WRTS, WRAD, MRTS).

What you will do:

  • Participate on the TWIG (Trust Water Implementation Group). Provide input on policy, guidance, forms, and templates that the group puts forward. Follow the direction of the TWIG related to temporary donations, long term donations, transfers and changes; keeping OCR operations team up to date on these decisions.
  • Track and monitor existing trust water rights, especially water banking agreements. Report any concerns with timeliness to the Operations Manager and OCR Director.
  • Develop Trust Water Agreements in coordination with Permit Writers and applicants.
  • Identify provisions required in permits and contracts to include restrictions on purpose of use of Trust Water Rights, noting information in file-memos for future processing efficiencies.
  • Write correspondence and provide accurate information to internal and external partners.
  • Meet with, and provide information to, staff from outside agencies and organizations when TWRP policies and procedures are updated or modified; maintaining a contact list that is up to date.
  • Review all TWRP donations, transfers, and acquisitions for OCR and provide regular updates to the statewide coordinator, Operations Manager and OCR Director.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:

Nine (9) years of combined education and experience:

  • Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
  • Experience: In environmental analysis or control, or environmental planning.

Option 2: 

  • A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

  • Five (5) years of experience in environmental analysis or control, or environmental planning.

Option 3: 

  • A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

  • Three (3) years of experience in environmental analysis or control, or environmental planning.

Option 4:

  • A Ph.D. in environmental, physical, or one of the natural sciences, environmental planning or other allied field

  • Two (2) years of experience in environmental analysis or control, or environmental planning.

Option 5:

  • Two (2) years of experience as an Environmental Specialist 3 at the Department of Ecology.
