Job Summary

This position serves as the Financial Analyst under the direction of the Budget Manager. The Financial Analyst is an accounting professional with expertise in various Budget and Accounting functions. This position routinely provides analysis and recommendations on complex, sensitive, and confidential assignments and issues. Provide detailed analysis in support of policy decisions, budget options, compensation, capital improvement documents and costs, projects, grant accounting, ensure coding compliance, administering/overseeing accounts receivable and accounts payable, assist the Budget Manager with property management, and play a central role in the County’s determination of its mission, functions, and service levels. Works collaboratively with county elected officials, department heads, employees, and citizens.

Examples of Duties

In consultation with the Manager and/or Director, provides advice, interpretation, and counsel to county department heads, elected officials, managers and supervisors regarding regulations, practices and procedures. Also provides interpretation of fiscal operations, policies, procedures, federal and state laws. Performs day-to-day fiscal operations and policies, establishing and improving procedures, forms and systems within the framework of budgeting, accounting and reporting systems for counties as required by the Division of Municipal Corporations of the State Auditor’s Office. Assist Budget Manager with the development and administration of the county budget and budgets for assigned department. Assists with preparation of budgetary adjustment, as necessary. Provides periodic budget progress reports to managers. Assists Budget Manager with compiling financial analysis and trends.

Minimum Requirements

Knowledge of payroll and accounts payable functions, Excel’s, Power Pivot Tables and Database Tools, State and Federal tax regulations, Washington State Budgeting, Account, and Reporting Systems (BARS), Audit standards and processes, data processing principles and accounting applications. Federal, State and County laws, rules, regulations, Federal and State grant cost accounting standards, Generally Accepted Accounting Principles (GAAP), Principles and Practices of Cash based Accounting, Governmental Accounting Standards Board (GASB), modern governmental accounting theory, principles and practices, office tools and equipment and Microsoft Office products.

Ability to perform arithmetic computations accurately and quickly, analyze and interpret Grants & Contract requirements, balance a check book general ledger account, Establish and maintain effective working relationships with employees, department directors, elected officials and the public, Communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations, compile and analyze statistics, maintain the confidentiality of sensitive and confidential information, utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking, meet deadlines and multi task in a fast-paced environment, physical ability to perform the essential functions of the job.

Education and Experience

Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills, and abilities, required to perform the job.
Associate’s degree in Accounting, Finance, Business or related discipline and at least two years of applicable experience in governmental accounting or fund accounting position. Preferred qualifications would include a progressively responsible experience in governmental accounting and the Washington State Budgetary Accounting and Reporting System (BARS) in state or local government.

Paid Leave – Sick leave, holidays, and vacation are provided in accordance with the County policy or union contracts. Vacation accrual rates increase at regular intervals based on length of service with the County.

Retirement Plan – All regular Mason County employees are enrolled in the Washington State Public Employee’s Retirement System (PERS, PSERS or LEOFF). The County and employees contribute jointly to the plans.
