Position Summary

The City of Tacoma is recruiting for an Appointive Position of Division Manager in the Business Operations Division of the Environmental Services Department (ESD). This specific Division Manager (DM) position oversees the Billing & Technical Services (BTS) group, the TAGRO Business Operations, Environmental Compliance and the Systems and Performance Management (SPM) sections.
  • BTS provides customer service and billing functions for three City of Tacoma ESD utilities: Solid WasteWastewater, and Stormwater.
  • This DM position is responsible for the operation of the TAGRO Biosolids Program.
  • Environmental Compliance is responsible for the Industrial Pre-Treatment Program, Business Inspections Program, Special Approved Discharges, and the Spills and Complaints Program
  • SPM is responsible for the Environmental and Sustainability Management System (ESMS) & the Electronic Document System (EDS), and continuous improvement of business processes for all three ES Utilities.

Essential Duties:
  • Plan, direct and control the operations of a division in accordance with the policies and goals of the City and the Environmental Services Department.
  • Formulate and recommend policies and strategies to facilitate and improve division operations; direct the preparation of long-range planning activities.
  • Select, train, supervise and evaluate the performance of assigned personnel: review and analyze personnel policies and problems, and take appropriate action.
  • Prepare and maintain various personnel and work-related records and reports; prepare the annual division budget and monitor expenditures; forecast personnel requirements; authorize purchases within established guidelines.
  • Coordinate communication and projects with other City departments, governmental and private agencies, consultants, developers, contractors, vendors and the general public; serve as City and division representative at various meetings and conferences; make presentations to the City Council and other groups.
  • Compile information and prepare reports related to division operations and activities; oversee the maintenance of departmental records and files.
  • Oversee and participate in construction inspections and review plans and projects to assure compliance with applicable codes, ordinances and regulations.
  • Keep current with the latest technologies and management techniques, federal, state and local rules, regulations and laws; set goals and discuss division performance with the Assistant Environmental Services Director on a regular basis.
  • Confer with other Environmental Services Division Managers to coordinate work efforts whenever necessary or desirable.
  • Direct the preparation of and/or authorize various correspondence concerning division operations.
  • Attend management and technical training seminars.
  • Perform related duties as assigned.

Physical Requirements and Working Conditions:  

  • Office and outdoor environment subject to occasional travel.
  • Occasional evening and nighttime work to meet schedules and project deadlines, and attend public meetings.

Qualifications

An equivalent combination to:

  • Graduation from a four-year college or university with major course work in engineering, public or business administration, 

 INCLUDING

  • Four years of administrative and supervisory experience in governmental environmental services or utility administration.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
Valid Washington State driver’s license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.

DESIRED QUALIFICATIONS:

  • Bachelor’s degree in environmental studies, business administration, or business management. 
  • Background, training, and/or experience in customer service and biosolids management.
  • Experience with labor relations and environmental policies and regulations

Knowledge & Skills

KNOWLEDGE:

  • Operations, principles, practices, methods, and techniques of utility billing, human relation skills, including principles and practices of supervision and training, the ability to communicate both orally and in writing with tact, patience, and courtesy.
  • Asset management strategies and implementation.
  • City organization and departments, operations, policies, and objectives. 
  • Credit and collection laws and statutes that govern billing and debt collection practices. 
  • Labor relations including Labor union contract negotiations.
  • Ability to interpret, apply, and explain complex regulations, laws, codes and policies related to sewerage and solid waste services, and biosolids management. 
  • Biosolids laws, regulations, and practices (Federal, Washington State, and Local)
  • Establish and maintain cooperative and effective working relationships with others.
  • Prepare and maintain various personnel and work-related records and reports; prepare the annual division budget; forecast personnel requirements and authorize purchases within established guidelines.

 SKILLS:

  • Ability to work independently with little direction.
  • Proficient in use of all office equipment including personal computers and related software applications.
  • Ability to assign and review work of others; and plan and organize work to meet schedules and timelines. 
  • Promote and maintain a culturally diverse work force and take appropriate pro-active steps to provide employees with a work environment free of harassment, intimidation, hostility and coercion based on race, color, national origin, gender, religion, age, disability, and family status.

  • Set and communicate clear expectations for staff, follow through and establish accountability for all.
