DIVISION: Data Analysis and Transparency/Natural Resources

GENERAL DESCRIPTION:
Performs moderately complex (journey-level) consultative services and technical assistance to governmental agencies, community organizations, businesses and the general public. Work involves planning, developing, and implementing data analysis and transparency projects pertaining natural resources. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

WORK HOURS:
40 hours a week between the hours of 7 a.m. – 6 p.m., with occasional evening and weekend hours. Hours may change based on business needs; especially during legislative sessions. Applicant will be required to work in office 2days/week, days may vary. The applicant may need to report to the office with little notice, as business necessitates. Travel reimbursements are not provided.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
•    Performs an array of technical, research, policy, planning, writing and program assessment activities for assigned natural resources projects and programs. Responds to inquiries from local governments, communities, businesses, the legislature and other interested parties regarding natural resources programs. Prepares reports and documents relating to the programs.
•    Plans, coordinates and conducts natural resources projects with a focus on endangered species issues and research. Evaluates performance reports and recommends appropriate changes or actions. Monitors trends in research findings, tools, concepts and methodologies. Consults with recognized experts and other sources.
•    Translates complex data and information into relevant and valuable print or web-based content for the public. Coordinates the presentation of projects and programs to governments, communities, businesses and the general public. May involve public speaking, meeting facilitation and presentations.
•    Conducts scientific, technical, policy and legislative analysis and prepares reports, memos and other documents for the natural resources program.
•    Performs other related duties as assigned.

Qualifications

EDUCATION: 
Graduation from an accredited college or university with a bachelor’s degree.

PREFERRED EDUCATION: 
Graduation from an accredited college or university with a bachelor’s degree in one of the following: natural resources, environmental science or policy, ecology, geography or a related field.

EXPERIENCE: 
Experience performing research, analysis, project management or contract management functions related to natural resources or endangered species policy or research.

PREFERRED EXPERIENCE: 
•    One (1) year of full-time experience performing research, analysis, project management or contract management functions related to natural resources or endangered species.
•    Experience conducting GIS mapping projects related to endangered species and natural resources.
•    Experience contributing research and content to online newsletter articles, webpages or similar public outreach material related to endangered species and natural resources. 
•    Experience developing or managing contracts or grants related to endangered species and natural resources.
•    Experience conducting research or analysis related to grassland species and ecology.
•    Experience working with governmental agencies, community organizations, businesses or other stakeholders on endangered species or natural resources issues.
•    Experience with voluntary conservation agreements or programs. 

SUBSTITUTIONS: 
Education may substitute for the experience requirement on a year-for-year basis with a maximum of 30 hours (one year).

LICENSES/CERTIFICATIONS: 
Preferred: Certified Texas Contract Developer (CTCD)

PHYSICAL REQUIREMENTS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 
It requires moderate computer, telephone, and client/customer contact.  The job also requires normal cognitive abilities including the ability to learn recall and apply certain practices and policies.  It requires the stamina to maintain attention to detail despite interruptions.  Marginal or corrected visual and auditory abilities are needed for reading printed materials and computer screens and communicating with internal and external customers. The position may require incumbent to conduct site visits in wilderness areas, which could involve extensive walking, hiking in rocky terrain, riding in trucks and terrain vehicles, boating, wading in rivers, bending, kneeling and lifting. It could also involve overnight stay in camping sites and such, rather than using hotel accommodations.

•    using ArcGIS or similar mapping software
