The Bureau of Materials Management and Compliance Assurance (MMCA) is responsible for the proper management of wastes, chemicals and other materials such as pesticides that are critical to the protection of the environment, public health and safety. 

Position Highlights: 

The MMCA Engineering and Enforcement Division/Pesticide Management Program (PMP) has multiple vacancies available for Environmental Intern‘s to join our team. This is a one-year training classification and upon successful completion of the training period, the incumbents will be promoted to an Environmental Analyst 1

The two vacancies available vary in daily responsibility. You may discover the opportunity to join the MMCA in one of the following positions: 

  • A field position to conduct compliance inspections of businesses that use and sell pesticides including landscapers, exterminators, farms and various marketplace environments; or 
  • An office/administrative position responsible for processing applications for state pesticide registrations and permits for aquatic and aerial pesticide use, located at DEEP Headquarters in Hartford, CT. 

These positions are full-time, 35 hours per week, Monday to Friday. Typical hours will be 8:00 A.M. to 4:00 P.M. or 8:30 A.M. to 4:30 P.M. with a possible flex schedule upon completion of the working test period.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

After successfully completing the training period, the candidates will:

  • Independently perform routine and investigative pesticide and arboriculture inspections;
  • Observe pesticide applications and/or collect environmental samples;
  • Complete inspection and investigative forms and write narrative reports describing work performed;
  • Assist in preparing enforcement documents;
  • Obtain and maintain federal FIFRA inspector credentials;
  • Obtain and maintain training and compliance with OSHA requirements and Department training policies for compliance monitoring and enforcement staff;
  • Participate in interstate coordination, communication and training on PMP best practices and regional/ national issues of concern;
  • Assist with providing written and verbal communication on complicated technical issues such as regulatory requirements, toxicology, and risk assessment to the public and regulated community;
  • Receive/interpret/analyze correspondence, supporting documentation, reports;
  • Provide administrative assistance and support with all facets of PMP functions including permitting, applicator certification, business registration, compliance/technical assistance and enforcement when needed;
  • Keep current with critical and emerging issues including potential health effects and exposure pathways of pesticides to sensitive populations, species, and water resources;
  • Develop assistance, outreach, and guidance materials for the regulated community, general public, and other stakeholders including webpage maintenance;
  • Plan, schedule, and review work status including determining priorities;
  • May serve as a Department representative or subject matter expert at public meetings, hearings conferences, and other similar proceedings;

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE

A Bachelor’s or Master’s degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.

PREFERRED QUALIFICATIONS

The preferred candidate will possess: 

  • Experience or training in investigative practices and protocol; 
  • Experience or training in prioritizing and tracking multiple activities/projects to ensure timely completion and quality of deliverables;
  • Experience or training applying state and federal laws, statutes, and regulations including, but not limited to, the FIFRA, WPS for agricultural establishments and the Connecticut’s Pesticide Control Act;
  • Experience or training in problem solving, organizational, critical thinking and conflict resolution skills;
  • Experience or training in using and understanding unfamiliar computer processes;
  • Experience or training in entomology, plant science, silviculture, limnology, pesticide toxicology and/or pesticide permitting/registration requirements;
  • Experience or training with the use and calibration of pesticide application equipment used in commercial and agricultural pesticide applications;
  • Experience or training in investigation or performing inspections
  • OSHA 40 Hour Training
