ABOUT THE POSITION: The Aquaculture Coordinator position conducts outreach, research, and provides technical assistance to local governments and growers. This position is responsible for conducting interagency coordination for shellfish and aquaculture activities across the state. The incumbent serves as a liaison to the Governor’s Office, other state agencies, and external partners regarding shellfish and aquaculture. The coordinator is tasked with understanding the agency’s existing functions and participate in policy level conversations about coordinating aquaculture activities in Washington State. The work aligns with goals in the WSDA strategic plan to include consistent customer focus and satisfaction; consistent, effective, and transparent regulation; and effective partnerships and relationships. It also aligns with the agency mission of supporting agricultural viability while protecting consumers, public health and the environment. The coordinator position is vital to maintaining open communication and reducing regulatory barriers for the aquaculture industry, an important economic and environmental driver in Washington State.

Duties

  • Performs highly complex, expert level professional statistical data research and consultation.
  • Defines project scope, goals, objectives, methods and plans; later may adapt such as indicated to meet program changes.
  • Positions translate research and analytical project theory into working hypotheses, which, in turn, are used to define analytical research questions.
  • Provides support for agency subject matter research leads on pesticide issues related to aquaculture management.
  • Represents the Director in any appropriate conversations regarding aquaculture and represents the agency on numerous state and federal committees or groups.
  • Administers grant funding and applies for and manages appropriate aquaculture-related funding resources.
  • Manages the Governor’s Washington Shellfish Initiative.
  • Oversees a biennial budget of $400,000 to $1.4 million dollars.
  • Manages legislative interaction and Governor’s office impacting Washington state aquaculture.
  • Represents the agency and state family in testimony during legislative hearings, work sessions, or other instances at the state and federal level.
  • Performs other duties as assigned.

Qualifications

Required:

  • A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences or other related field.
  • Five years of experience in the field of natural resource science or planning.
  • A minimum of five years of project management, liaison, and policy experience is required as well as a minimum of three years of aquaculture science and policy experience.
  • This position requires the successful applicant to demonstrate reliability, effective time management skills, and the ability to set and meet deadlines from the Governor’s Office, WSDA Director and agency policy staff.

Desired:

  • Familiarity with methods and techniques of scientific method and design, field sampling, data gathering, basic research, and field investigations in aquaculture.
  • Specialized experience working with government entities on aquaculture topics, barriers to success, and aquaculture policy.
  • Technical writing capability and proficiency in utilizing work processing software.
  • Experience administering and receiving grant funds.
