Energy Environmental Group is actively seeking an Environmental Scientist/Stormwater Specialist for employment on transmission line construction projects.

Job Description Summary

The Environmental Scientist/Stormwater Specialist will support and report directly to the Environmental Director/Manager. The Environmental Scientist/Stormwater Specialist will coordinate with on-site construction personnel and other environmental staff to ensure environmental compliance during high-voltage transmission line construction. As an Environmental Scientist/Stormwater Specialist, they will ensure that the Stormwater Pollution Prevention Plan is upheld in accordance with project rules and regulations and that overall environmental compliance during construction is achieved. Responsibilities could include; developing or implementing mitigation plans, Spill Prevention Control and Counter-measurement Plans (SPCC), Stormwater Pollution Prevention Plans (SWPPPs), installation, inspection, and maintenance of stormwater Best Management Practices (BMPs) and other environmental compliance related documentation.

Job Description:

  • Develop and/or implement SWPPPs for transmission line construction.
  • Participate in pre- during- and post-construction monitoring and development.
  • Demonstrates strong understanding of applicable environmental laws, environmental best management practices, field construction practices, employee environmental training, and working with local, state and federal land management agencies.
  • Works with construction management and government agencies to ensure comprehensive environmental compliance throughout all phases of transmission line construction.
  • Complete pre-construction surveys within the project right-of-way and surrounding areas.
  • Provide environmental orientation to personnel.
  • Maintains inspection archive for SWPPP, perform redline mapping and other required updates to SWPPP.
  • Inspects, evaluates, and amends project best management practices (BMP’s) as needed in accordance with the SWPPP and contractual requirements.
  • Inspects erosion control measures to ensure functionality and communicates erosion control maintenance requirements to BMP Crew Foreman.
  • Follows up on repair and maintenance of erosion control measures.
  • Participate in daily and weekly look-ahead meetings.
  • Prepare and maintain daily and/or weekly reports as specified in the project documents
  • Perform daily and weekly field inspections to identify areas of potential risk related to permit requirements.
  • Ensures compliance with all applicable federal, state, local, and Project specific permit conditions.
  • Reads and understands all Project permits and authorizations in order to effectively enforce them and ensure they are executed as required.
  • Strictly adhere to Owner’s environmental policies and procedures.
  • Assists in inspection of activities for compliance with all environmental laws and regulations, including right-of-way grant/special-use authorization, SWPPP, permits and landowner agreements.
  • Conducts daily inspections of construction activities.
  • Identifies sensitive resources and areas of concern prior to construction activities and coordinates with construction crew foreman.
  • Identifies/documents potential environmental concerns/non-compliances and reports concerns to Environmental Manager
  • Participates in daily tailboard discussions and leads Environmental discussions with field personnel.
  • Serves as technical resource to construction personnel to explain environmental regulations and how they are applied to specific situations.
  • Verifies construction work areas, access roads, and features are properly marked and flagged prior to initiation of work.
  • Utilizes computers, tablets and GPS units to perform data collection and analysis for the project
  • Identifies erosion control or other measures do not inadvertently impact sensitive resources.
  • Informs construction crews of all potential and existing compliance issues and coordinates with Construction Manager to determine appropriate corrective actions.
  • Has stop work authority when construction activities violate the environmental conditions of the right-of-way grant/special-use authorization, permits and landowner conditions.
  • Identifies, documents and oversees corrective actions to resolve noncompliance issues.
  • Inspects and documents reclamation and revegetation activities.
  • Maintain good communications with the Owner’s Construction Inspection team, the EC Source Environmental Inspectors, third party environmental personnel, and work crews.
  • Monitors the Project area for species of concern.
  • Conducts noxious weed monitoring and management.
  • Attends and participates in meetings as required with field personnel and construction personnel.
  • Ensures the installation flagging, and signage per project requirements to delineate environmental sensitive areas
  • Maintain inventory of environmental materials at storage yards.
  • Build and distribute environmental supplies to construction personnel or along the ROW, such as, spill kits.
  • Keep compliance with any necessary Dust Control stipulations.
  • Be able to plan and prioritize workload.
  • Perform work independently with reliability and punctuality.

Minimum Requirements:

  • Bachelor’s Degree in biology, environmental science, natural resources, wildlife biology, or related discipline required
  • Must be a U.S. citizen
  • Must have a valid driver’s license
  • Strong organizational and document management skills
  • Ability to multitask and maintain effectiveness with multiple priorities
  • Ability to work independently with minimal supervision
  • Ability to read and understand permits and authorizations to effectively enforce them
  • Professional demeanor; remain calm and emotionally controlled under pressure

  • 1-5 years’ experience

Physical Demands

  • Must be able to lift 40-50 lbs.
  • Must be able to traverse challenging terrain to perform inspections
  • Capable of working in varying or adverse environmental conditions such as high temperatures or other outdoor elements, if required
  • Able to withstand long hours in the field
  • Able to work flexible hours & travel
