Duties

Responsibilities: 
We will entrust you with a diverse set of responsibilities including the following:

  • Negotiate and prepare land use authorizations (leases, easements, and other agreements) with a focus on aquaculture. Lessees include businesses, other government agencies, Tribes, and private citizens.
  • Ensure compliance with contract terms, perform site inspections, and resolve unauthorized uses of state-owned aquatic lands.
  • Manage or assist with special projects such as salmon recovery efforts, clean-ups, and developing management plans.
  • Build intergovernmental relationships with federal, tribal, state, and local entities.
  • Work collaboratively with other Rivers District staff.
  • Other duties as assigned.

Qualifications

Required Qualifications: 

  • Knowledge and experience with natural resource management/environmental protection issues.
  • Knowledge and/or experience with contract, business, or property management.
  • Experience interpreting and implementing guidelines, regulations, and laws.
  • Experience managing multiple complex tasks, setting workload priorities, and completing tasks on time.
  • Experience providing effective and timely customer service.
  • Experience negotiating contentious issues in a respectful, responsive, and informed manner.
  • Experience speaking to the public and writing clearly and succinctly with the use of typical office software.
  • Experience collaborating on internal and external issues in an active, respectful, cooperative, and professional manner.
  • The incumbent in this position is required to travel. Travel may be required to locations within the District or Olympia. Most travel is by car. Most travel requires less than two concurrent nights away. Overnight travel is generally less than two nights a month.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates may be asked to provide a driving record from all states in which they have held a license during the past three years.

Our ideal candidate will also have the qualifications listed below:

  • Bachelor’s Degree and two years’ experience in natural resource management, real estate, forestry, science, engineering, land use or environmental planning, business or other relevant field.
  • Knowledge and understanding of land use authorizations (leases, easements, licenses, etc.) and other legal instruments associated with land management.
  • Experience working for or with other resource agencies, tribes, or local governments.
  • Knowledge of environmental permitting/regulatory processes and rules.
  • Experience working in commodity industries (e.g., shellfish, minerals, timber, or agriculture.)
  • Experience using business management software and/or GIS.
  • Experience with site analysis and/or sampling programs.
  • Experience working on public access, recreation, or parks issues.
  • Experience operating small motorboats.
