You strive to establish clear budget processes, develop, and implement budget policy, oversee the development of the department’s budget, and provide decision-makers with clear and timely budget information.

In this dynamic role, you will be responsible for the development process for the final review of the Washington Department of Fish and Wildlife (WDFW)’s budget submittal, and all agency-level operational processes of managing the budget.

You thrive on collaboration and will work with all agency programs to ensure efficient and effective execution of each program’s budget and ensure implementation of best management practices for budgeting and accountability.

This is an opportunity to provide strategic direction to the Department for the most effective and principled use of available resources to achieve WDFW’s mission. It influences decisions to ensure that financial resources are managed properly and meet the interests and direction of our stakeholders, the Governor, the Legislature, and the Fish and Wildlife Commission.

Our Chief Budget Officer will, 

Supervise, manage, and coordinate the efforts of the Central budget shop. Ensure workload is balanced among staff and that employees are being given growth opportunities and relevant skills are fully utilized with all work being completed well and on time.

Lead agency budget decisions, frame budget conversations, and manage agency budget processes. The Budget Officer influences decisions made in the Department regarding the use of financial resources and provides counsel and recommendations to executive management and the Director’s Office.

This position develops policies to implement the Department’s budget process, including budget development, allotment preparation, expenditure and revenue monitoring and analysis, including implementation of OFM and legislative directives.  You will facilitate the Financial Administration & Coordination Team to keep all programs informed and aligned.

Build and maintain positive relations with OFM, the Legislature, other state agencies, and other partners. Communicate diplomatically and clearly.

Develop and lead an all-agency approach to consolidating budget to improve effectiveness, transparency, and accountability. This process will result in improved budget oversight and allow for more strategic decision-making. As part of the budget consolidation, the Budget Office will provide strategic direction on agency budget matters, agency structure around budget and be able to recommend changes to the Deputy Director. Advise budget and policy staff throughout the agency on budget matters. Currently, the Assistant Directors are the primary supervisor of Program Budget and Administrative Managers, but the Budget Officer is a key influencer and partner with the Program Budget and Administrative Managers.

Provide strategic direction on agency budget matters. Advise budget and policy staff throughout the agency on budget matters.

Mentor and train agency budget staff. Ensure budget staff throughout the agency develop their skills and know what the budget processes need from them.

The Budget Officer requires complete knowledge of the agency’s budgetary and policy issues to make recommendations to the Deputy Director, the Director, the Program Directors, and the Executive Management Team on the fiscal impacts of policy proposals. The actions of this position impact the agency’s accounting, budget, and policy decisions. This position requires advanced technical skills and knowledge, and the ability to work with the agency’s management, agency staff and its counterparts.

WORKING CONDITIONS:

Work Setting, including hazards:

Office environment.

The duty station for this position is in Olympia, WA. Due to the Governor’s “Stay Home, Stay Safe” order due to the pandemic, many of our positions are currently working remotely, or a combination of office and remote.  When the Governor lifts the “Stay Home, Stay Safe” order for state employees, combinations of office or telework may be considered.

Schedule (i.e., hours and days):

Weekdays- M-F 8-5. Work hours may exceed the standard 8am-5pm workday. As an exempt employee, incumbent is expected to be available to work as needed beyond normal hours.

Travel Requirements:

Infrequent overnight travel may be required.

Tools and Equipment:

 Computer, especially budgeting applications, and MS Office.

Customer Relations:

The ability to communicate diplomatically, clearly, and concisely is essential, in oral communications, in writing, and through charts and graphs.

Qualifications

Required Education, Experience, and Competencies.

This position requires a broad range of skills and knowledge. The ideal candidate will have all the following, and acceptable candidates will have at least (3) three of the five below requirements:

1.) Bachelor’s or Master’s degree in relevant field.

2.) At least two years’ experience with state or local government which includes budget development and executive consultation.

3.) At least two years’ experience supervising staff.

4.) Two or more years in budget development at OFM, the Legislature or in an agency budget leadership position whose focus is agency strategy and budget development. Experience with strategic change processes.

5.) Working knowledge of the statewide budgeting systems (ABS, AFRS, TALS, etc.).

  • Frames decisions so that the most meaningful information is at the core of the discussion. Can use data to tell a story.
  • Principled decision-making: promotes transparency, open communication, collaboration, and positive working relations.

Preferred/Desired Education, Experience, and Competencies.

  • Project Management (PMP) certification,
  • Accounting certification (CPA, CGFM, etc.)
  • Experience with federal budgeting
  • Experienced managing large scale change that involves multiple program areas.
  • Experienced and effective communicator and facilitator of groups to reach consensus on moving forward.
