Full Job Description

Successful candidate will serve as an Environmental Specialist, under the direction of the Senior NEPA Specialist, in support of the National Environmental Policy Act (NEPA) Program at Joint Base Lewis-McChord, WA. JBLM is the former Fort Lewis and McChord Air Force Base and encompasses an area of 90,837 acres. JBLM also includes several sub-installations in WA, OR, and CA. Duties include but are not limited to:

  • Provide a broad range of services in support of the JBLM NEPA program. The JBLM NEPA program conducts environmental impact analysis for activities involving federal personnel, federal lands, federal permits/permissions, and federal monies at JBLM, and on other lands within Oregon and Washington.
  • Conduct contamination inventories/surveys for construction and real estate actions, prepare follow-on documents for real estate actions, process digging permits, complete Record of Environmental Consideration (RECs), Environmental Assessment (EA) documents and assist with coordination meetings.
  • Support coordination with JBLM environmental program managers and technical support in processing NEPA actions.
  • Support proposed project reviews, document control and administrative records retention.
  • Apply knowledge, expertise, and skills in NEPA, the Council on Environmental Quality implementing regulations, and Army and Air Force implementing regulations and associated guidance and in communicating and reporting NEPA compliance activities both orally and using advanced computer data, word processing, and geospatial software (e.g., MS Office and ArcGIS).
  • Responsible for supporting coordination of all work with internal Army personnel (JBLM resident and tenant organizations, military and civilian) and responsible for supporting consultation with other government agencies when regulatory compliance is required.

Specific Qualifications

  • Bachelor’s Degree in Environmental Science or related field and a minimum of one year of experience related to Environmental Management.
  • Working knowledge of NEPA Process as well as knowledge of other environmental media areas sufficient to provide support to NEPA PM on the dissemination of information and inclusion of other PMs, as needed in the NEPA Process.
  • Knowledge of the various levels of NEPA documentation and how to coordinate and compile comments from other Subject matter experts.
  • Experience with MS Windows OS and Office software including Word, Excel, PowerPoint, and Outlook.
  • Excellent time management skills, and the ability to work independently and meet strict government and regulatory reporting requirements.
  • Ability to conduct site visits, field monitoring, and inspections in varying weather and terrain.
  • Must be able to pass a government background investigation and maintain requirements for keeping a Common Access Card (CAC) and Information Technology (IT) access.
  • Must be able to pass a Pre-employment background/drug screening.
  • Ability to occasionally lift office products and supplies, up to 20 pounds.
  • Some travel may be required to attend meetings and training.
