Description

This position assists the Uranium Mill Project Manager in overseeing the licensing, reclamation, closure, license termination, and transfer of the Dawn Mining Company (DMC) uranium millsite. This position also independently plans, develops, directs, conducts and/or oversees hydrogeologic analyses and technical services for ground water, unsaturated zone and/or surface water investigations to determine radionuclide impacts to ground water quality for the uranium mills program, the low-level radioactive waste site, waste processor facilities, and mineral processors. This position is protecting and improving the health of the people in Washington State by ensuring that activities within the program are conducted in accordance with state and federal standards.

The duty station for this position is in Spokane Valley, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval.

This is a full-time non-permanent Hydrogeologist 3 within the Division of Environmental Public Health (EPH), Office of Radiation Protection (ORP) and is expected to last twelve (12) months from the date of hire.

EPH supports the department’s mission by working with local governments and other agencies in the areas of safe drinking water, food safety, shellfish protection, radiation safety, wastewater management, pesticide exposures, vector borne disease, general environmental health and safety issues, and health risk assessments.

ORP provides X-ray registration and inspection, radioactive materials licensing and inspection, radioactive waste management, environmental radiation monitoring, radioactive air emissions licensing and inspection, Hanford Emergency Response and Planning, and implements U.S. Nuclear Regulatory Commission program requirements, including oversight of the state’s only nuclear power generating plant, Columbia Generating Station.

Duties Include
•    Providing independent hydrogeologic analysis and technical services for ground water, unsaturated zone, and surface water investigations at the DMC Uranium Millsite.

•    Managing field and office hydrogeologic studies which require advanced hydrogeologic techniques and understanding of radiation health physics. These investigations include ground water, vadose zone, and surface water studies.

•    Providing hydrogeologic technical services to support radioactive materials licensees, which include, but are not limited to, the uranium mills program, the low-level radioactive waste site, waste processor facilities, and mineral processors.

•    Coordinating and leading professional and technical staff in the performance of facility and field hydrogeologic activities.

•    Planning, directing, and conducting independent professional hydrogeologic investigations and analyses in order to determine radionuclide impacts to ground water quality.

•    Coordinating, leading, and conducting investigations of incidents, allegations, and accidents involving radioactive material at the uranium millsite.

Required Qualifications
•    Option 1: A Bachelor’s degree in hydrogeology, hydrology, geology, or closely allied field; and three (3) or more years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession or one (1) year as a Hydrogeologist 2.

OR

•    Option 3: A Master’s degree in hydrogeology, hydrology, geology, or closely allied field; and one (1) or more years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession.

OR

•    Option 4: A Ph.D. in hydrogeology, hydrology, geology, or closely allied field.

Desired Qualifications
•    Experience in the following:

o    Evaluating groundwater, vadose zone, and surface water quality from uranium mining and ore processing facilities.

o    Closing, license termination and transfer of uranium millsites, and an understanding of chapter 246-252 WAC, Radiation Protection – Uranium and/or Thorium Milling and associated U.S. Nuclear Regulatory Commission NUREGs and NRC Staff Technical Positions related to uranium recovery site closure.

o    Ground water contaminant fate and transport models, building and maintaining databases, and cleanup of superfund or Model Toxic Control Act (MTCA) facilities are also desirable.

•    Washington State Hydrogeologist specialty license.
