Duties

Responsibilities:
The Aquatic Land Technician plays an important supporting role in the management of state-owned aquatic lands. We will entrust you with a diverse set of responsibilities including the following:

  • Clear and effective communication with internal and external customers, local and state government agencies, tribes, and the general public to provide information regarding contracts, aquatic programs, policies, laws and regulations.
  • Assist the district staff by preparing documents and reports related to aquatic land use contracts.
  • Track and maintain billing accounts to ensure appropriate rental amounts have been calculated and applied, reconcile accounts receivable.
  • Manage, organize, and audit hardcopy files and computer databases (NaturE, Salesforce).
  • Track and address ongoing contractual obligations including insurance certificates, financial security, habitat stewardship measures, reporting and other contractual requirements.
  • Ensure lease calculations are correct and computed based on appropriate technical information, including county assessor land values and state laws.
  • Accurate and timely calculation and application of annual inflation rates.
  • Assist Land Managers with field work, including compliance checks and site inspections.
  • Other duties as assigned.
Qualifications

Required Qualifications: 

  • High school graduation and two years of office experience performing demonstrable regular duties with Microsoft Office software.
  • At least two years of experience as an Administrative Assistant or equivalent in performing technical or paraprofessional duties related to business administration, natural resources, real estate transactions, leasing contracts, or land use development and permitting.
  • Must clearly demonstrate the ability to:
    • Proficiently use computers and software such
      as Microsoft Word, Excel, Outlook, and ArcGIS.
    • Speak, write, and report clearly and effectively.
    • Be organized, detail-oriented, and able to
      manage multiple ongoing projects at one time.
    • Adapt easily to new and changing technologies.
    • Use mathematical formulas for financial
      calculations.
    • Work within a team of four to eight staff.
  • The work environment is approximately 95% in an office environment and 5% in the field. Fieldwork involves driving on congested roads with a high volume of traffic. It may also involve working around boats, docks, beaches, and open water in various weather types.
  • The incumbent in this position is required to travel.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates may be asked to provide a driving record from all states in which they have held a license during the past three years.

Our ideal candidate will also have the qualifications listed below:

  • Ability to competently use database software, such as NatureE and SalesForce.
  • Experience working with and providing customer service to the general public and representatives from businesses, governmental organizations, tribes, or lessees/tenants.
  • Basic survey and aerial photography interpretation.
  • Experience working with leases or other legal contracts, and the ability to understand, interpret, and enforce contract terms such as rent, insurance, land surveys, and financial security requirements.
  • Knowledge of the laws and regulations governing the management of state lands or natural resources.

Your office will be located out of the Chehalis office located at 1405 Rush Road, Chehalis WA 98532. This position is an integral part of our small 14 person team that makes up the Rivers District, which is one of three districts within the Aquatics Division. The Rivers District includes 28 counties: Grays Harbor, Thurston, Pacific, Lewis, Wahkiakum, Cowlitz, Clark, Skamania, Okanogan, Ferry, Stevens, Pend Oreille, Chelan, Douglas, Grant, Lincoln, Spokane, Kittitas, Adams, Whitman, Yakima, Benton, Franklin, Walla Walla, Columbia, Garfield, Asotin, and Klickitat. .
