TITLE VI COMPLIANCE COORDINATOR

This is an opportunity to serve as the subject matter expert in Federal and State Law compliance and Title II, III and VI of the Civil Rights Act of 1964.

Picture yourself creating and updating agency policies to meet Title II, III, Title VI and applicable laws regarding access to WDFW programs, facilities, events, and activities.  

With your experience, you will engage with partners, communities, community leaders, and community-based organizations to co-create messages and materials.

Duties

Our Title VI Compliance Coordinator,  

  • Consults and advises the Diversity Equity and Inclusion (DEI) Manager regarding Title VI and accessibility issues – recommends approaches to improve accessibility and eliminate barriers for WDFW constituents.
  • Manages the Title VI compliance program and processes.
  • Obtains, examines, and evaluates data and other information to determine any key issues in order to develop best practices.
  • Develops agreements, action plans, communication plans, and other process/project documents to organize resources to implement agency wide.
  • Creates appropriate signage in diverse languages and written, audio and video translation services – creates notices about the availability of language services.
  • Convenes and works with internal and external partners, stakeholders, and constituents to implement strategies.
  • Develops accessibility products, manages files and performs file retention.
  • Responds to Public Disclosure Requests (PDR).
  • Evaluates WDFW products, services, and vital documents to ensure they meet or exceed federal and state compliance requirements for serving individuals who have limited English proficiency or barriers to access.
  • Supports the DEI Manager with the management of the electronic (Red Flag) complaint program and process.
  • Facilitates connections between constituents and all programs associated with the Special Use Permit (SUP) program.                                                                 

WORKING CONDITIONS: 

  • Work Setting, including hazards:    
    1. Work environment is an office setting.
    2. The duty station for this position is in Olympia, WA. Due to the COVID-19 pandemic, many of our positions do remote work or telework (a combination of office and remote).  When the workforce is approved to return to an office setting, remote or telework may be considered.
  • Schedule:   
    1. Typically, Monday – Friday – 8:00 a.m. – 5:00 p.m.
    2. Workload demands may require work outside the assigned work hours/days and adjustment of work schedules.
  • Travel Requirements: 
    1. Some travel may be required throughout the State to attend off-site meetings.
  • Customer Interactions: 
    1. This position has frequent interaction with agency executives, managers, internal clients, constituents, and with other state agencies.
    2. This position primarily works directly with external constituents and may receive feedback on accessibility to, understanding of, and accuracy of information translated into diverse formats and languages.
Qualifications

REQUIRED QUALIFICATIONS:

  • An Associate’s Degree OR Two (2) years of experience managing programs.

AND 

  • Two (2) years of customer service/support experience.

AND 

  • Understanding of Titles II, III and VI of the Civil Rights Act of 1964.
  • Understanding of ADA and Civil Rights laws, regulations, and processes.
  • Proficient in Microsoft Office applications (Excel, Word, and PowerPoint specifically).
  • Motivated self-starter who can work independently.

PREFERRED QUALIFICATIONS: 

  • Bachelor’s degree, or a higher-level degree.

Experience with: 

  • Managing programs that focus on creating accessibility to persons with a disability, underrepresented and marginalized communities and customer complaint processes.
  • Strong communication/planning skills and experience.
  • Creating products with Microsoft Word, Excel, PowerPoint, and other administrative programs.
  • Ensuring compliance of Title II, III and VI of the Civil Rights Act of 1964 – managing complaint processes related to Title II, III and VI and accessibility concerns.
  • Experience managing a budget of $30K or more.

Knowledge of: 

  • Best practices in providing services to people with Limited English Proficiency (LEP) and those with barriers to access.
  • Effectiveness interacting with community organizations and constituency groups.
  • Regulations and practices in ensuring effective communication as interpreted by the Federal and State laws.
  • State agency contract management.

Ability to: 

  • Manage large workloads – plan and organize assignments, create timely and accurate work products, and adjust to frequently changing priorities.
  • Identify constituent’s needs and build products that increase constituent’s satisfaction and experience.
