The Toxics Cleanup Program (TCP) is looking to fill an Everett Smelter Plume Source Assessment, Control & Remediation Program Expert (Environmental Specialist 5) position. This position will be located in our Northwest Regional Office (NWRO) Located in Shoreline, WA.

The agency’s goals are to prevent pollution, clean up pollution and support sustainable communities and natural resources.  The mission of the Toxics Cleanup Program (TCP) is to protect human health and the environment for the people of Washington by preventing, reducing, or eliminating exposure to contamination to support the development of environmentally and economically sustainable communities.

Please Note: This is a project position that is funded until June 30, 2025 and is subject to change depending on project status.

Duties

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

Former smelter operations, areas of long term application of pesticides, mining activities, and or distribution of naturally occurring contaminants are activities that have taken a toll on the quality of our environment. The management of contamination resulting from these sources requires a multi-agency and multi-programmatic approach of unprecedented complexity as it establishes a unique partnership with federal and local agencies to clean up high priority, area-wide contamination that spreads across multiple media.

Under administrative direction, the Everett Smelter Plume Source Assessment, Control & Remediation Program Expert position serves as:

  • The Toxics Cleanup Program (TCP) Everett Smelter Site area-wide source assessment, control and remediation expert. (Area-wide contamination is defined as contamination dispersed over a large geographic area caused by a point or non-point source. Source assessment, control and remediation is defined as the process of identifying the sources of contamination, characterizing their nature and extent; and taking actions to eliminate or minimize their impacts to human health and the environment).
  • The program expert in the evaluation of remediation alternatives for area-wide contamination (resulting from MTCA and/or Superfund sites) that considers multiple current and future property uses, receptors, and media. This effort entails planning, studying, developing, implementing, coordinating and managing the most highly complex remedial activities for Ecology that will prevent long term exposure to contaminants.

Flexibility is essential– the person will periodically need to attend public meetings in the evening or festivals on the weekend.

Qualifications

Required Qualifications:

A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND six (6) years of professional-level experience in environmental analysis or control, or environmental planning which includes two (2) years equal to an Environmental Specialist 3 or above.

OR 

A Master’s degree in one of the above fields AND four (4) years of professional- level experience as required above which includes two (2) years equal to an Environmental Specialist 3 or above.

OR 

A Ph.D. in one of the above fields AND three (3) years of professional-level experience as required above which includes two (2) years equal to an Environmental Specialist 3 or above.

Experience may substitute for education per the below options:

Possible Combinations. College credit hours or degree in one of the above fields. Years of required experience – as listed above.
Combination 1 No college credit hours or degree 10 years of experience
Combination 2 30-59 semester or 45-89 quarter credits 9 years of experience
Combination 3 60-89 semester or 90-134 quarter credits (AA degree) 8 years of experience
Combination 4 90-119 semester or 135-179 quarter credits 7 years of experience
Combination 5 A Bachelor’s Degree 6 years of experience
Combination 6 A Master’s Degree 4 years of experience
Combination 5 A Ph.D. Degree 3 years of experience

Desired Qualifications:

  • Working knowledge of Model Toxics Control Act Chapter 173-340.
  • Initial 40 hour hazardous materials training followed by annual 8-hour refresher.
