Summary

This position is located in Region 6, on the Malheur National Forest in John Day Oregon

The incumbent serves as a coordinator and will be responsible for the development and implementation of the Forest Partnership Program to ensure the program is in sync with the wide variety of program goals, vision and values.

Responsibilities

  • Provide marketing training for those involved with partnership activities and grant management in support of partnership activities.
  • Develop and implement strategies to ensure partnership program aligns with shared stewardship, conservation, and restoration goals.
  • Serve as a technical expert working in collaboration with partnership program staff and leadership to integrate program goals in support of the mission.
  • Maintain, develop, and leverage partnerships with governmental and non-governmental organizations to meet program objectives.
  • Research and prepare grant proposals to obtain funding in support of collaborative stewardship and restoration projects.
  • Apply partnership program policies and strategies to assist leadership in developing and implementing goals for the partnership program.
  • Acts as a spokesperson by informing and educating staff, media and other interested parties to publicly promote partnership opportunities.

Travel Required

Occasional travel – You may be expected to travel for this position.

Basic Requirement for the Partnership Coordinator series: 0301

Specialized Experience Requirement:
For GS-09: You must have one year specialized experience equivalent to the GS-07 grade level in the federal service. Qualifying specialized experience is defined as one or more of the following: Developed and maintained relationships with stakeholders such as government agencies, private industries, universities. Assisted with the planning and execution of community events and services such as coordination and facilitation of public meetings, outreach efforts, and community roundtable discussions; Assisted with the oversight of contracts, grants and agreements and partnership quality assurance surveillance to ensure performance was within contractual provisions and regulatory requirements; Assisted managers in maintaining a communication network for a partnership program.
OR
GS-09: A master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

For GS-11: You must have one year of specialized experience equivalent to at least the GS-9 grade level in the federal service. Qualifying specialized experience is defined as one or more of the following: Assisted agency staff and external stakeholders across a variety disciplines in the development of new partnerships or expanding/maintaining existing partnerships with governmental, non-governmental, non-profit, foundations, Tribal government, media, academic, and other organizations; provided assistance in identifying potential partners and proposing partnership opportunities to help accomplish the organization’s mission; recommended program changes or solutions to ensure partnership operations conform to applicable policies, regulations, and laws; served as a technical specialist on partnership operations providing advice to staff regarding partnership programs and activities; and/or participated in strategic planning and writing grant proposals.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related;
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master’s degree, i.e., more than 36 semester hours leading to a Ph.D.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
