Summary

This position is a Supervisory Biologist (Habitat Restoration), GS- 0401-12 working for the R8-Klamath Falls Fish and Wildlife Office. The incumbent supervises, plans, and organizes the technical and administrative activities of the Partners for Fish and Wildlife (PFW) program for the Klamath Falls Fish and Wildlife Office (KFFWO).

Responsibilities

As a Supervisory Biologist (Habitat Restoration) your duties will include but are not limited to the following:

  • Assess the overall ecological function of a system across multiple scales such that individual restoration projects may be integrated with a landscape-level restoration goal
  • Assess habitat condition using both on-the-ground and remotely sensed data
  • Implement and interpret habitat assessment techniques, such as proper functioning condition or similar methodologies
  • Analyze and interpret biological and physical data in support of finding implementable solutions to restoration challenges
  • Apply ecological and biological theories, principles, and methods when conducting surveys and monitoring
  • Communicate verbally and/or in writing complex biological science issues to an audience with varying scientific skill and knowledge
  • Prepare and review technical documentation related to the implementation of habitat restoration projects, including scientific literature, engineering schematics, and hydrological and biological data summaries
  • Prepare and review agreement documentation, including scope of work, budget, and implementation timeline
  • Prepare and review compliance documentation, including ESA, NEPA, Archaeological Survey, ACOE permitting, and various state and local permits
  • Establish cooperative working relationships with the public, agencies, or organizations to maintain ongoing partnerships for the conservation and restoration of fish and wildlife and their habitats
  • Establish and maintain strong rapports with private landowners, negotiating mutually favorable terms for private lands restoration and navigating disputes without severing relationships
  • Use diplomacy and sound judgement when working with people of state and federal agencies, tribes, and private individuals and organizations
  • Facilitate formal meetings or group discussions with people of varied perspectives and interests
  • Lead a diverse team of restoration professionals to provide exceptional customer service to private landowners with whom the program is developing or exploring habitat rehabilitation opportunities
  • Communicate ideas and other information to individuals and groups to gain support and maintain positive working relationships
  • Analyze proposed habitat restoration projects to determine their feasibility and scope of effectiveness across multiple spatial and temporal scales
  • Evaluate biological and ecological data to assess the benefits of a restoration project for aquatic species or migratory birds
  • Assist in synthesizing data from multiple sources with colleagues and peers in other programs to prioritize restoration projects
  • Explain to subordinates, peers, landowners, and other stakeholders why one project should be prioritized and how it fits within a larger vision for restoration on a landscape scale
  • Supervise and manage a team of restoration professionals to complete projects that integrate the needs of various fish and wildlife programs
  • Review and incorporate cutting edge ecological and biological science to ensure that habitat restoration goals evolve over time to best meet the needs of fish and wildlife
  • Plan and prioritize the work of multiple individuals to ensure that tasks are completed in an orderly and timely fashion
  • Conduct all aspects of personnel management, including performance review and evaluation, staffing and hiring, disciplinary action, and providing support and guidance to subordinate employees
  • Develop and implement an annual slate of projects that meet the strategic goals of the program and the local office while satisfying budgetary and labor constraints
  • Establish a vision through strategic planning and lead staff toward realizing that vision
  • Conduct habitat assessments for migratory birds, aquatic species, and other wildlife

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Only experience and education obtained by 05/21/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.. OR
  2. Combination of education and experience–courses equivalent to a major, as shown in “A” above, plus appropriate experience or additional education. To combine education and experience, first take the number of semester hours (or equivalent) earned towards your degree and divide by 120 semester hours (or equivalent).

Minimum Qualification GS-12

  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Specialized experience is defined as: 1) Providing scientific, planning or technical expertise on federally listed threatened or endangered species, migratory birds, wetlands, habitats or other important fish and wildlife resources; 2) Leading or supervising the work of natural resource professionals engaged in a range of projects and studies related to the conservation of ecosystems and species to ensure the achievement of project objectives; 3) Planning/coordinating habitat restoration activities between diverse stakeholders and organizations (e.g., state agencies, tribes, other federal agencies, private landowners, NGOs, etc.) to maximize benefits for fish and wildlife resources; 4) Preparing project proposals and agreements for habitat restoration and management programs, policies, or activities; and 5) Implementing regulations and policies related to natural resource concerns (e.g., the Endangered Species Act, National Environmental Policy Act, Clean Water Act, etc.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution’s registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
