Duties

Summary

This position is on the staff of the Science and Technology Deputy Area, Ecological Sciences Division, USDA, NRCS in National Headquarter (NHQ).
This position serves as the Wetland and Highly Erodible Land Conservation Specialist. The purpose is to support the national discipline leader with implementing the wetland conservation (WC) and highly erodible land conservation (HELC) provision of the Food Security Act of 1985 along with relevant NRCS policies and procedures pertaining to WC & HELC.

Responsibilities

  • Manages the annual WC/HELC compliance status review process.
  • Drafts new or revised policy and procedures for implementation of the compliance status reviews and WC/HELC quality assurance strategies and methods.
  • Compiles WC/HELC data for use in budget estimates, briefing documents, or external inquiries and formulates new methodologies for collecting, tracking, and managing WC/HELC data and workload.
  • Assists with drafting formal rules, regulations, and policies to implement WC/HELC initiatives.
  • Maintains or revises regulations, policies, and procedures related to measuring and predicting soil erosion calculations for implementation of HELC.
  • Provides direct assistance to states on implementation of WC/HELC policies and procedures.

BASIC REQUIREMENTS:
A. Degree: Bachelor’s or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and ExperienceThis includes courses equivalent to a major, as shown in above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

GS-13 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:

  • Assisting in drafting policies to implement WC/HELC activities;
  • Developing and maintaining WC/HELC quality assurance strategies and methods;
  • Assisting in the evaluation of processes necessary to implement WC/HELC initiatives;
  • Interpreting and applying theories, principles and concepts of soil and natural resources conservation or related fields (agronomy, soil science, wetland science, forestry, grazing land ecology) as they relate to WC/HELC for addressing compliance issues; and
  • Assisting in the drafting of responses to requests for information from other agencies or public.

GS-14 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:

  • Providing leadership and managerial guidance to reconcile or resolve operation issues to execute WC and HELC activities;
  • Drafting policies and procedures to implement WC/HELC activities;
  • Compiling WC/HELC data for use in briefing documents or external inquiries;
  • Developing and maintaining WC/HELC quality assurance strategies and methods;
  • Maintaining or revising procedures related to soil erosion identification or prediction for implementation of HELC;
  • Developing internal and external communication products regarding WC and HELC; and
  • Participating in conferences and meeting concerning policies and procedures, technical HEL or wetland issues.
