The Oregon Department of Environmental Quality has a full-time opportunity available for a Procurement Assistant (Procurement and Contract Assistant) located at DEQ’s Headquarters in Portland, Oregon.

The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. What you will do!

You will support DEQ by supporting procurement activities and by providing direction and assistance to staff in methods for procurement of goods, equipment, and services. You will purchase supplies, products, and services using the Agency SPOTS card and Purchase Orders; provide administrative support to PCS3s and PCS2s; work to facilitate procurements and train staff in procurement processes; work with staff on business process improvements with a goal of long-term efficiency gains; and review selection documentation. In addition, you will identify appropriate process and forms; ensure appropriate fund codes are applied to requisitions, agreements, and/or invoices; provide guidelines, policies, and procedures, as well as training, to managers and staff; and as needed, prepare simple agreements, contracts, or amendments.

What are we looking for?

Minimum Qualifications: Two years of clerical-support experience in a related field, such as general business, accounting, contracts, purchasing, or project administration support, OR an equivalent combination of education and experience.

Candidates who are most competitive will also reflect the following:

  • Experience with procurement and contracting; ability to understand DEQ’s complex accounting structure in order to process procurement documents, purchase orders, and agreements.
  • Oregon Procurement Basic Certification (OPBC) or UPPCC Certified Professional Public Buyer.
  • Ability to work with employees at all levels, and use tact, diplomacy, and clear verbal and written communication skills to ensure compliance with laws, rules, and regulations.
  • Familiarity with State systems preferred.
  • Ability to work independently as well as in a team environment.

Working Conditions:

Work is primarily in an office setting and will require heavy computer and phone use. Overtime may occasionally be required to meet deadlines. Occasional statewide travel may be required.
