Help the Oregon Department of Fish and Wildlife fulfill its mission: To protect and enhance Oregon’s fish and wildlife and their habitats for use and enjoyment by present and future generations.

This position is with the Oregon Department of Fish and Wildlife (ODFW) located in Salem.
Make an impact on Oregon’s native fish populations through the implementation of fish screening facilities at water diversions and ensuring fish passage to critical habitat. Play a key role in implementing the state’s fish screening and passage program through other groups, individuals, state and federal agencies, tribes and local governments.

What you will do:

This position is responsible for developing and implementing the state’s fish screening and passage program. Work with department staff, other state and federal agencies, tribes, local governments, interest groups and private individuals to provide overall consistency and application of statutes, policies and technical criteria to fish screening and passage projects and activities throughout the state.

Analyze and implement fish protection strategies at major and/or complex projects, in accordance with state and federal laws and regulations. Determine program criteria for design, construction, installation, operation, maintenance and evaluation of fish screening facilities at water diversions.

Implement program through other agencies, tribes, local governments, interest groups and the public. Provide information regarding statutory requirements for fish screening and passage, and solicit cooperative means to incorporate fish protection design criteria into others’ policies, rules and projects. Develop and negotiate cooperative agreements with water users to implement fish screening and passage at water diversions. Develop and distribute information on fish screening requirements on an informal basis. Provide technical assistance on the design, construction, installation, operation and maintenance of fish protection facilities statewide. Coordinate department’s participation in resolving fish protection problems. Prepare expert testimony and assistance on controversial fish screening projects when cooperative measures are not effective. Prepare and present training workshops. Research and prepare reports to department administrators, legislators, and the public describing Fish Screening and Passage Program activities and priorities. Coordinate Fish Screen Task Force activities.   

Represent the department and the Fish Screening and Passage Program at formal conferences or assemblies, including legislative sessions, and informal discussions or meetings. Research, develop and provide statistical and anecdotal information about fish screening progress and activities in the state.

Working Conditions
• Occasional long hours and meetings involving controversial and sensitive issues and legal actions, resolving problems, and negotiating settlements

• Occasional travel, at times overnight or on weekends.

• Occasional walking on uneven terrain, rocky streambeds, steep slopes and concrete structures near flowing water.

• Requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day. This includes working at all hours and workdays in excess of eight hours.

Criminal Records/DMV Check
Applicants are subject to both a criminal history and motor vehicles check. Out-of-state finalists will be required to present a current certified driving record for review to be considered for the position. Be prepared to obtain as soon as possible. You are expected to provide the out-of-state certified driving record before an offer can be made unless extenuating circumstances exist. Adverse background information may disqualify you from further consideration.

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:

Minimum Qualifications:

• Five years of experience performing studies, research, or resource management activities in fish biology, fish management, or a related program. At least three years of the experience must be at a technical or professional level performing activities in a fisheries program or related field such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND

• A Bachelor’s degree in Fisheries Science, or a closely-related Bachelor’s degree with a focus in fish biology or management with at least 45 quarter (30 semester) hours of related coursework, or three additional years of experience performing studies, research, or resource management activities in fish biology,  fish management, or related program.

A Master’s degree in Fisheries Science, or a closely-related Master’s degree with a focus in fish biology or management will substitute for up to one year of the required experience.

A Doctorate degree in Fisheries Science, or a closely-related Doctorate degree with a focus in fish biology or management will substitute for up to two years of the required experience.

Applicants who have obtained a Master’s degree or Doctorate that included work experience from an internship, work/study, thesis, or similar program may list this experience in their application to receive credit for the work experience. The Master’s degree/Doctorate and applicable work experience will be considered separately and both the education and applicable experience may count toward minimum qualifications.

Requested Skills:
• Designing and implementing aquatic and/or riparian habitat restoration projects
• Knowledge and experience with fish screens and passage restoration techniques

• Developing project funding proposals

• Working with governmental and/or tribal agencies on fish management and habitat improvement projects

• Knowledge of salmonid life history needs and migration requirements

• Speaking in public and delivering presentations on natural resource issues

• Evaluating biological data and making management recommendations

• Working with consultants or landowners to advise and approve aquatic restoration plans

• GIS experience to address fish management issues

• Working with a natural resource public task force or similar group that represents stakeholders
