Summary

This position will supervise a group of 8 to 10 project managers and support staff to provide strategic program and project oversight associated with the planning, design, and construction of a wide-range of wastewater capital projects and programs.  This includes full supervisory and associated staff administration duties.   The successful candidate for this position will work as part of a collaborative team with three other Capital Projects Managing Supervisors and the Wastewater Capital Projects Unit Manager to deliver the Wastewater Treatment Division capital program.

Who is Eligible: This position is open to all qualified Career Service applicants. Wastewater, Teamster Local 117 applicants will receive first consideration in accordance with the current collective bargaining agreement.

Telecommuting Requirement

The work associated with this position will be performed remotely on a full time basis. Employees will also have access to shared workspaces at King Street Center at 201 S. Jackson Street in downtown Seattle. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.   Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson Street, Seattle, WA 98104. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.

Work Schedule: This full-time, career service position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday.

Job Duties
  • Engage staff by providing leadership, coaching, mentoring and developmental assignments to staff to support skills development, problem solving ability, and succession planning efforts.
  • Incorporate King County’s Equity and Social Justice strategic objectives in managing internal workforce development and in delivering capital projects to benefit the community.
  • Provide strategic direction and guidance to capital project managers.  Determine and document performance standards and measures for individuals and project work teams.
  • Recommend and oversee the development and implementation of policies and procedures across multiple Project Management Unit work groups.
  • Oversee the development and preparation of the bi-annual capital improvement program requirements and budgets for assigned work, which includes developing the project scope, estimating costs, estimating budget requirements, setting priorities, coordination across work units and initiating approval of projects.
  • Supervise the work of WTD project managers and support staff.  Hire, assign and schedule work, evaluate performance and initiate disciplinary action when appropriate.
  • Oversee inter-agency negotiations and development of agreements required for completion of projects, interpretation and compliance monitoring and plans review and approval for WTD facility permits.
  • Oversee the work effort to fully develop, establish, launch, and maintain standardized work processes used in the delivery of capital projects.
  • Oversee programs with multiple dimensions.
  • Provide technical expertise in evaluation and analysis of complex and sensitive planning, design, construction and political issues.  Act as liaison on modifying and updating department, division and county policies and procedures through the application of Lean principles.
Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • A bachelor’s degree in project management, engineering, construction management, or closely related field, or the equivalent combination of education and experience.
  • Project Management Professional Certification.
  • Ten (10) years of increasingly responsible capital project management experience is required.
  • Experience must demonstrate management of wastewater conveyance and treatment projects, and specifically, projects within operating facilities and projects that require interface with other local agencies.

Necessary Special Requirements:

  • Demonstrated advanced working knowledge of project management and construction techniques, principles, and applied processes.
  • Planning, scheduling, and organizational skills necessary for program and project management.
  • Advanced knowledge of public works and design consultant contract packaging and contract administration for design and public works contracts.
  • Advanced demonstrated working knowledge of human resources management, supervisory techniques and principles including demonstrated ability to lead, coach and mentor a diverse project management staff.
  • Knowledge of strategic planning techniques and principles.
  • Knowledge of advanced budgeting techniques and principles as applied to projects and programs.
  • Strong leadership and team building skills including conflict resolution and facilitation skills.
  • Strong negotiation skills.
  • Knowledge of interagency agreements and inter-governmental negotiation techniques.
  • Knowledge of federal, state and local codes and regulations applicable to delivery of wastewater projects.
  • The demonstrated ability to work effectively with a diverse group of stakeholders including the procurement office, Prosecuting Attorney’s Office, elected officials, community groups, the general public, and other King County staff.
  • Effective individual and group communications skills, in person, over the phone, and in writing.

License / Certification:

  • Washington State Driver’s License or the ability to provide transportation to remote work locations with limited or no public transportation services.
  • Project Management Professional Certification (PMI) or equivalent certification

Highly Desirable Requirements:
Analytical and technical abilities to evaluate total project estimated costs (including design costs, construction budgets, administrative and contingency costs ) as well as estimated project schedules.

Experience and strong expertise in using an enterprise project management information system to plan, manage, monitor, and research project/program scope, schedule, budget, and human resource requirements, i.e. WTD PRISM system or other comprehensive centralized enterprise project management application.
