The Position
This is currently listed a Limited Duration position, however the bureau is in the process of converting it to a regular position. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.
Background:
The Portland Clean Energy Community Benefits Fund (PCEF) program advances climate, economic, racial, and social justice – the result of a ballot initiative that was passed by Portland voters in 2018.    The Fund represents an estimated $44-61 million in new annual revenue for climate related projects and jobs (e.g., weatherizing homes, installing solar, job and contractor training, expanding local food production and building green infrastructure). Position overview:
The Bureau of Planning and Sustainability (BPS) and the Portland Clean Energy Community Benefits Fund are seeking a Clean Energy Project Manager (Coordinator II) to join the PCEF team that has been working to launch and implement this innovative grant program for projects that create a healthy climate, community and jobs. Being part of a start-up of this nature is a fast-paced, dynamic and fluid endeavor, and the work and functions of the position will evolve and expand in exciting ways over time. This position will help ensure that PCEF clean energy (energy efficiency and renewable energy) grant applicants and recipients have a positive experience and receive the support they need to be successful in their projects and programs in alignment with PCEF guiding principles.
Clean energy projects and programs will comprise 40 to 60 percent of program funds. Clean energy grants will include both planning and implementation activities. We anticipate that most grants will be making efficiency or renewable improvements on existing buildings, but some will also be building beyond energy code requirements for new construction and development of other community based clean energy solutions. PCEF grantees will come from communities that have historically not had access to the clean energy sector; management of these grants will require building strong relationships and close monitoring to ensure that grantees are successful and that public funds are stewarded for maximum benefit.
As a first-in-the-nation community-led climate fund, PCEF’s mission is to fulfill a community-led vision that builds resilience and wealth with proactive steps to fight climate change while advancing racial justice and providing economic opportunities for People of Color, people with low incomes, women, people with disabilities, and those chronically underemployed. PCEF will rely on this position’s high level of project management experience, community engagement skills and communication skills to ensure the success of clean energy grants.
Roles & responsibilities:
  • Support grants awarded for clean energy projects and programs: Serve as the primary point of contact for clean energy grants; works with grantees to define detailed scopes and metrics, monitor grant progress, ensure compliance, and provide technical assistance to grantees as needed.
  • Facilitate multi-stakeholder interactions and collaborations: With project team, support grantees and stakeholders in co- learning activities to collaborate, improve outcomes, develop best practices, and share lessons learned.
  • Review grant proposals: As part of a team, this position will review grant proposals and provide input and recommendations regarding grant award process.
  • Assist with program analysis: In coordination with Program Manager, Grant Support Management Analyst, and program team, this position will perform data analysis and contribute to program continuous improvement efforts.
Ideal candidate profile:
The Ideal candidate will have knowledge and/or experience related to building science and construction practices, energy efficiency and/or renewable energy, as well as project management, grants, and contracts experience. Candidates with lived or work experience with communities of color or historically marginalized communities are strongly desired. Those skilled in analyzing data, identifying process improvements, customer service and collaboration with a variety of stakeholders will be ideal. All candidates should have a strong commitment to racial justice, diversity, equity, and inclusion.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status.  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.
To Qualify
Applicants must specifically address and demonstrate in their answers to supplemental questions and résumé how their education, training, work experience, and/or lived experience, meets each of the following minimum qualifications:
  1. Experience with project management or working in the clean energy sector in work related to building-level energy efficiency and/or renewable energy.
  2. Experience successfully collaborating with, working with, and/or organizing with communities of color and other historically marginalized communities.
  3. Ability to organize and manage a high volume of projects, detailed material, and stakeholder coordination to ensure grant compliance and maintenance of public records.
  4. Ability to apply relevant code, regulation, permitting requirements, administrative rules, and policies, and exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines to support program success.

Any combination of education and experience that is equivalent to three (3) years in clean energy project or grant management experience or other relevant transferable experience.
