DESCRIPTION
PacArctic, LLC is looking for a highly qualified, experienced and self-motivated individual to perform the duties of a GIS Analyst. The GIS Analyst will be part of a GIS team at a Federal Work site in Silverdale, WA. The Analyst will support the customer with moderately complex geospatial projects and products. There could be some local/regional travel between Bremerton and various local bases in the Silverdale area.

The experienced individual will provide geospatial support to the Naval Facilities Engineering Command Northwest (NAVFAC NW) as part of the Natural Resources Business Line (BL). Tasks assigned to the analyst will include developing NAVFAC-approved ESRI features, geodatabases, and the production of various map types. The geospatial information developed shall conform to Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE).

Responsibilities & Duties performed are as follows:

  • Environmental GIS Services for Natural Resources:
    • mapping and analytic services for managing endangered species, habitat, and wetlands,
    • managing timber resources,
    • managing other related environmental support services.
  • Environmental GIS Services for Cultural Resources:
    • mapping historical structures and archeological resources,
    • support in updating and maintaining this data,
    • support in downloading base maps, imagery, and data into a GPS unit,
    • support in differentially correcting GPS data that cultural resources staff
    • has collected,
    • Support in providing base maps, LiDAR, historic aerials, and other maps and imagery for ArcGIS
    • Support for creating publishable maps for reports and other uses
    • Support in data analysis, creation of archaeological sensitivity maps, and some training support.
  • National Environmental Policy Act (NEPA) support includes:
    • mapping and analytic services for Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements prepared to comply with NEPA.
    • Geospatial services will support environmental impact analysis and other related support services.
  • Geospatial Data Collection Activities:
    • Data collection through field surveys, extraction from reports/imagery or existing geospatial data,
    • Maintain an inventory of the data collected and/or received.
  • Geospatial Data Development/GIS Data Analysis/Create new data:
    • Integrate existing GPS data to include the correction of inaccurate GPS data,
    • Use hand-drawn polygons/points/lines within PDF/imagery
    • Perform GPS field surveys, data research, data downloads, data conformance to required standards.
  • Geospatial Data Analysis & Map Production:
    • Produce Map layers for various projects that are accessible in the GeoReadiness Explorer (GRX)
    • Produce Map layers for various projects that are accessible in GIS/Asset Management/Space Management-Regional Shore Installation Management System (RSIMS3) application.
    • Comfortable with ESRI ArcGIS 10.5 (or above)
    • Comfortable with ESRI data types (Geodatabases, Shape Files) and ESRI files (.mxd)


POSITION REQUIREMENTS
Knowledge, Skills & Abilities

  • Bachelor’s Degree is required in a related field or the equivalent combination of education, technical training, and/or work experience.
  • Two years of directly related GIS experience.
  • Applicant must be comfortable with ESRI Suite of Products. Knowledge of ArcGIS (ArcMap, ArcCatalogue, ArcToolBox) is essential.
  • Understanding of AutoCAD, SDSFIE, Regional Shore Installation Management System (RSIMS3) application, and Microsoft Office Suite would be a plus.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Includes travel to local, remote and out of state locations.
