Duties

State Parks cares for Washington’s most treasured lands, waters, and historic places.  Further, we connect Washington citizens to their diverse natural and cultural heritage and provide memorable recreational and educational experiences that enhance their lives.

In order to procure services or goods that will support the mission of State Parks, this position performs professional contract administration work for State Parks in the Contracts, Grants, & Procurement section.  This position has responsibility for procurement and contract compliance in the administration of contracts, interagency agreements, grants, letters of understanding, etc.

Duties include, but are not limited to:

  • Create and review various contract related documents.
  • Initiate advertising for bids and initiates the competitive bid projects including processing and awarding of contracts.
  • Advise staff members on procedures involved in contracting for goods or services; determine the appropriate course of action or procurement method to use.
  • Place procurement orders.
  • Review staff’s P-card reconciliation.
  • Retrieve and analyze data from various systems.
  • Maintain expertise in DES contracts.
  • Review cash receipt transmittals (CRT), shift summaries, credit card transaction reports, permit pass reports, and receipts.
  • Reviews and inputs data.
  • Support warehouse operations including mail sorting, package delivery preparation, and vehicle check-in and check-out.
  • Manage all CGP petty cash account as a backup.
Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree involving major study in business administration, public administration, business law, commerce, economics, mathematics, statistics, or a closely related field.**
  • One (1) year of experience in negotiating, administering, or terminating contracts, contract property management, contract cost or price analysis, or contract compliance administration.

OR

  • Master’s degree in business administration, public administration, business law, commerce, economics, mathematics, statistics, or a closely related field.
OR
  • A law degree from an accredited College or University approved by the Washington State Bar Association.

AND

  • A valid unrestricted (except for corrective lenses) driver’s license.

**Additional qualifying experience may be substituted, year for year, for the education.  

DESIRED QUALIFICATIONS:

  • One (1) year of experience working in a Washington State government agency centralized Contracts Unit performing competitions on WEBS, contract negotiating, and finalizing contracts for contract execution.

WORKING CONDITION:

  • The work schedule is Monday – Friday 8:00am – 5:00pm with very little flexibility.
