The Oregon Department of Environmental Quality has a full-time opportunity within its Vehicle Inspection Program (VIP) for a VIP Program Analyst and Trainer (Program Analyst 2) in Portland, Oregon.

The Vehicle Inspection Program (VIP) is responsible for ensuring that over 1 million vehicles in the Portland and Medford areas have well maintained emission control systems and plays a significant role in the Ozone SIP, air toxics reductions and implementing of Oregon’s low emissions vehicle program for reducing greenhouse gasses. VIP is one of the signature programs of the Department of Environmental Quality, totaling about 1/8 of the entire agency staff. The program affects close to half the population of the state and within its boundaries, is responsible for testing about 2/3 of the registered vehicles.

VIP is comprised of seven clean air stations, a Technical Center, assisted-service testing, self-testing fleets, mobile auto dealer testing, remote testing and a program to recognize specific certified automotive repair shops.

What you will do!

As the Vehicle Inspection Program Analyst and Trainer, you will assess program operational and training needs, update program procedures and develop, conduct, and evaluate program-specific training. You will determine the best system for delivery of training programs, including facilitating, planning, scheduling and coordinating with staff, managers, fleet mechanics and contractors. In addition, you will also serve as the primary contact for the Recognized Auto Repair Shops (RARS) and DEQ Too programs. You will interpret and explain program rules, regulations, policies and procedures. You will also provide technical information and procedural assistance, training materials and related information to RARS and DEQ Too program participants.

What are we looking for?

  • Bachelor’s degree in a business or public administration, behavioral or social sciences, or a related degree, AND 2 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).
  • Experience assessing training needs and delivering training.
  • Experience writing and developing program guidance and implementation strategies.
  • Experience interpreting and explaining rules, regulations, and procedures.
  • Experience and strong ability to work collaboratively within a team and across teams.
  • Ability to communicate effectively with staff and businesses, including communicating technical information; professional level writing and presentation skills.
