SPU’s Capital Project Delivery and Engineering Branch (Delivery Branch) is recruiting for a Drainage and Wastewater (DWW) Rehabilitation Delivery Program Manager to join a team of Capital Planning Managers and Capital Delivery Program Managers that have been tasked with improving capital delivery performance through increased program management rigor in the Delivery Branch. This position resides in the Drainage and Wastewater (DWW) Project Management Section, in the Project Management and Controls Division (in the Delivery Branch). This position would work closely with the Capital Planning Division (that reside in the DWW Line of Business), key resource managers in the Delivery Branch, and project managers to improve capital delivery performance. This position would be responsible for an annual portfolio ranging from approximately $15M to $25M (a figure that will continue to increase over time) depending on the year and include sanitary and combined sewer pipe rehabilitation projects, pump station rehabilitation projects, outfall rehabilitation projects, and drainage infrastructure rehabilitation projects (including pipes, ponds, and more).
This is a new position at the Utility, and we are looking for a self-starter that can work with a wide variety of stakeholders and strategize with other Capital Planning and Delivery Program/Portfolio Managers. - Job Responsibilities

- Collaborate with Utility and City staff including planning, finance, operation and maintenance units, engineering, and construction management staff to advance that program and portfolio management agenda.
- Coordinate with peers across the Utility and City to tackle project delivery issues and process improvements.
- Routinely check in with rehabilitation project managers on project health and help tackle program-level issues.
- Develop and build upon existing program management tools, standards, and methodologies.
- Own, maintain, track and monitor, rehabilitation program and portfolio budgets and earned value, and routinely report on performance to finance and Capital Planning and fellow Delivery Program Managers.
- Manage risk across rehabilitation project and programs and support/collaborate on DWW portfolio risk management.
- Perform resource planning and coordinate and negotiate resourcing needs for delivery of rehabilitation projects with key resource managers in the Branch.
- Track lessons learned and plan/prioritize potential improvements based on impact and resource availability.
- Contribute to the development (forming) and ongoing strategy (norming) of a new team of Capital Planning and Delivery Program Managers.
- Support diverse and multi-functional project teams, that include internal and external stakeholders, in overcoming hurdles to deliver rehabilitation projects.
- Lead and support the solicitation and negotiate of contracts with consultants, including scope, schedule, quality, and cost. Manage execution of signed contract.
- Support the acquisition of environmental, interagency, and local permits from a programmatic perspective. Lead programmatic permit acquisition.
- Support and lead the resolution of complex project and program implementation issues.
- Qualifications

Education: Bachelor’s in Project Management, Construction Management, Civil Engineering, Public Administration, Business Administration, or related field or two years of additional relevant experience.
Minimum Experience: Five (5) years of progressively responsible project, program and/or portfolio management experience that demonstrates a thorough understanding of capital project management and capital construction management.
License: At the time of appointment must hold a valid Washington State Driver License.

During COVID19 this position will work remotely until a return to the downtown Seattle office (Seattle Municipal Tower) is permitted in alignment with State guidelines. There may be occasional project site visits or required engagement efforts with project neighbors; safety will be a priority for any work required outside of employees’ remote office.
