Summary

This position is a Fish and Wildlife Administrator, GS- 0480-15 working in Portland, Oregon for the R1-ARD-Fisheries.

This position is also open to status candidates under announcement R1-21-11050044-RR-MP. You must apply to each announcement separately if you wish to be considered under both recruitment methods.

Responsibilities

The incumbent serves as a Fish and Wildlife Service Administrator with Regionwide managerial, leadership, and advocacy responsibility for programs, issues and policies relative to the protection of fish and wildlife resources. Manages and is accountable for the broad programmatic area of Fisheries throughout the Region. Responsible for the achievement of goals and objectives carried out by Regional Office staff, project leaders and ecosystem teams through line management operations. The working title for this position is Assistant Regional Director – Fish and Aquatic Conservation (ARD-FAC).

As ARD-FAC your duties will include, but are not limited to, the following:

  • Develops short- and long-range plans, objectives, and priorities for ensuring adherence to the laws and policies which govern the management of the Service. Serves as an advocate and provides leadership for national and Regionwide program issues and policies (e.g., Fisheries Program national priorities). Evaluates national precedents and their impact on Regional policy and procedures and devises methods of accommodating emerging precedents.
  • Estimates and justifies resources such as funding, space, supplies, equipment and personnel needs. Manages multimillion dollar budgets for assigned programs which are subject to rapidly changing initiatives and shifting priorities. Determines needs for special projects and studies to be carried out by subordinates, contractors, consultants, academicians, and field stations.
  • Provides support to the field, ecosystem teams, and the Regional Director by collaborating with the Regional Office, other ARDs, Regional Chief, National Wildlife Refuge System, Regional Ecosystem Coordinator and other program staff. Monitors progress, evaluates effectiveness, and recommends program changes and modifications of specific goals and objectives.
  • Implements programs such as Fish Passage Program, Aquatic Nuisance Species Prevention and Control Program, and Aquatic Habitat Restoration Program. Coordinates with Law Enforcement (LE) and Federal Aid (FA) organizational elements on programmatic and operational issues by identifying needs and opportunities. Implements outreach efforts. Effects Tribal and other agency coordination within the geographic area or in field stations supervised (with Regional Office Native American/External Affairs staff).
  • Serves as an expert consultant and provides advice to the Regional Director and other Service officials and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and makes implementation decisions. Obtains cooperation from and maintains liaison with parties and agencies interested in decisions of the Service, such as trade associations, conservation groups, industries, civic groups, officials and scientists from other Federal government organizations, State officials, county officials, and news media representatives. Provides coordination with the States, other Federal organizations, Congressional contacts, and others. Leads program outreach efforts.

  • Probationary Period: Selectees may be required to successfully complete a probationary period.
  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period will be required to serve a one-year supervisory/managerial probationary period for this position.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment

Qualifications

Only experience and education obtained by 03/18/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
C. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

Minimum Qualification: Possess one year of specialized experience equivalent to at least the GS-14 level in the Federal Service that includes: directing policy and staff functions, developing short and long-range plans and formulating and implementing policies, standards and procedures for a regional or national natural resources program, including experience with implementing the Endangered Species Act; Experience supervising staff work on programmatic issues regarding natural resources, and advising management concerning controversial and complex issues affecting natural resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution’s registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
