This position will provide specialized technical expertise and environmental planning and project management for technically, legally, and politically complex contaminated sediment projects. Primary responsibility will be on overseeing work performed on federal and state lead sediment cleanup projects associated with King County Wastewater Treatment Division (WTD) outfall discharges. The position will provide oversight and management of multi-department County staff and consultant teams and will scope, plan, budget and provide technical direction for design and construction to implement the County’s Sediment Management Plan. The position will also provide policy analysis and regulatory review related to impairments.
Who is Eligible: This position is open to all qualified King County employees in the Department Of Natural Resources and Parks. First consideration will be given to members of the Technical Employees Association.
Permanent Telecommuting Requirement
The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
- Job Duties

- Provide specialized technical expertise on sediment cleanup and project management to the Sediment Management Program.
- Provide technical and oversight of fast-paced, high profile Superfund and Model Toxics Control Act Sediment Management projects ensuring projects comply with appropriate and relevant regulations; including scopes, budgets, and technical review of all products provided to agencies.
- Manage Department of Natural Resources & Parks staff on County sediment management projects including the preparation of sampling and analysis plans, environmental data analyses, risk assessments, and source control investigations.
- Oversee and manage consultant contracts supporting the program.
- Serve as technical expert on remedial investigations and feasibility studies of contaminated sediment sites.
- Provide policy analysis to management teams on Superfund and Model Toxics Control Act (MTCA) Sediment Management projects.
- Provide technical expertise and advice for the County Prosecuting Attorney Office regarding legal issues for Superfund and Model Toxics Control Act (MTCA) Sediment Management projects.
- Represent the Sediment Management Program on WTD capital project teams that design and construct contaminated sediment cleanup projects to ensure technically and legally defensible projects that meet the intent of the Sediment Management Plan and applicable cleanup regulations and permitting requirements.
- Develop and maintain relationships with members of other work groups within the section and with other WTD capital project team members.
- Represent the County in negotiations with agencies regarding the Lower Duwamish Waterway and East Waterway Superfund and MTCA projects.
- Coordinate and collaborate work with local, state, and federal agencies and organizations on behalf of the County.
- Conduct or oversee technical studies that advance the cleanup of contaminated sediment sites and recommend innovative methods to address challenging issues for these sites.
- Manage multi-department County teams that support source control activities and actions that support sediment cleanup sites.
- Provide technical expertise for Wastewater Treatment Division management regarding monitoring of sediment, water and biota to evaluate the health of local waterbodies affected by CSO and wastewater effluent outfall discharges.
- Represent WTD’s interests in discussions with other agencies and tribal representatives regarding proposed projects.
- Experience, Qualifications, Knowledge, Skills

- Bachelor’s degree in environmental sciences or closely related field plus increasingly responsible experience working in environmental science related field.
- Experience working with Superfund and MTCA Sediment Management Standards regulations and permitting requirements.
- Experience with risk assessments, remedial investigations, and feasibility studies for contaminated sediment sites.
- Knowledge of County CSO and wastewater treatment system and experience working with CSO data and sediment, water, and tissue data.
- Experience in project management and overseeing staff and consultant teams on sediment cleanup sites and source control investigations.
- Experience managing projects, developing budgets, and overseeing consultant contracts.
- Experience working with and negotiating project scope with state and federal agencies on Superfund and/or MTCA sites.
- Ability to synthesize and communicate technical information to both technical and non-technical audiences.
- Willingness and ability to lead in equity and social justice efforts, including having difficult conversations.

- Ability to travel throughout King and Snohomish Counties.
