Construction & Maintenance Project Supervisor

Are you a jack of all trades? If the answer is yes, then this is the position for you it has a little bit of everything.
The ideal candidate is a dynamic project manager with a strong understanding of program and project management principles and practices. You possess the ability to adapt easily to changing business environments, needs, and work conditions. You will also possess strong communication skills and the ability to develop and build relationships with a broad client base, including tribal, federal, state, regional and local elected officials and staff representatives, stakeholder groups, special interest groups, and members of the public.
This position provides hands-on field supervision to a crew of skilled workers whose talents are focused on a variety of earthwork projects, to include recreation access and hatchery ground grading, water access boat ramp installations, water channel restorations or diversions, road abandonments and facility demolitions on properties owned or co-managed by the Department.
Responsibilities include working one-on-one with project managers and customers to assist in the development of project scopes and schedules, team mentoring and development, budget management and monitoring and providing ground level expertise in the production of work that supports and protects the state’s natural resources and public safety.
- Duties

Management of Earthwork Projects
Tasks include:
- Attends and participates in pre-construction meetings.
- Act as onsite coordinator and working supervisor; schedules, directs and coordinates equipment operators, maintenance mechanics and other employees in the operation and maintenance of construction and earth moving equipment as related to each jobsite;
- Supervises various phases of construction and access area maintenance.
- Provides progress reports, cost estimates, schedules maintenance, determines personnel, materials and equipment necessary at each job site; responsible for examining site conditions, site prep, soil analysis, and overall workflow.
- Coordinates onsite with regulatory stakeholders.
- Reads, understands, and interprets all blueprints, drawings and specifications.
- Proficient in grade checking, GPS use, underground utilities and erosion control.
- Operates all types of heavy equipment when necessary.
- Ensures adherence to safety rules and regulations.
- Supervise and perform work for the construction and maintenance of WDFW lands to include: road building, demolitions and abandonments; boat ramp and armor-flex mat installations; bottomless and multi-plate culvert installations (18” to 21’ in diameter); bridge installations (30’-60’); ADA loading and viewing dock construction; NOVA and non-NOVA grading statewide; and parking lot grading.
Equipment Operation
Tasks include:
- Operates heavy equipment in a safe and effective manner in order to minimize the risk of injury, property damage or loss of life.
- Operates construction and earth moving equipment such as, but not limited to:
- Track loaders more than 70 net flywheel horsepower.
- Wheel loaders more than 80 net flywheel horsepower; crawler tractors having 80 or more net flywheel horsepower.
- Motorized graders.
- Rubber tired loader/backhoe combination 51 net flywheel horsepower or more.
- Operates related equipment to move dirt, rock, equipment, materials, clear land, dig ditches, remove debris and build roadbeds.
- Performs daily safety and maintenance checks.
- Maintains and assist with repair of heavy equipment.
- Operates hand and power tools.
- Uses laser level and regular level for grades and elevations of cuts and fill.
Supervision and Mentoring
Tasks include:
- Supervises and mentors technical and professional level staff in order to support an effective, motivated team.
- Sets goals and objectives, develops strategies to implement, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.
- Monitors and inspects work in progress to ensure continuity and timely completion of work.
- Develops the Performance Development Plan (PDP) for each assigned employee within unit; creates or updates position descriptions; monitors and documents employee performance; provides on-going feedback regarding levels of performance and conducts timely and meaningful employee performance evaluations.
- Manages personnel issues relating to staff conflicts, absenteeism, performance issues, etc. in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.
- Develops and implements staff training and development plans to provide cross training of employees, specific job-related training and other approaches to provide opportunities for staff flexibility and development.
- Participates in team meetings, communicates status of ongoing projects and/or job tasks, and coordinates work schedule with team for the purpose of maintaining open communication.
- Responsible for planning and maintaining work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources within the unit.
Carpentry
Tasks include:
- Repairs or alters buildings, sheds, concrete forms and other structures from plans, sketches or instruction.
- Construct new structures from blueprints and specifications.
- Construct forms pour and finish concrete for walkways, slabs, wall, and footings.
Plumbing/Water Distribution
Tasks include:
- Installs and maintains culverts, catch basins and storm drains.
- Installs, maintains, and repairs pipes, valves and gates.
- Inspects water mains, fixtures and valves to determine need for maintenance and repair.
- Performs work such as disassembling valves, replacing worn parts, reassembling and testing.
Miscellaneous
Tasks include:
- Keeps a daily log of tasks.
- Submits travel vouchers, annual/sick leave requests and timesheets.
- Participates in meetings, in-service training, workshops, etc. for the purpose of gathering information required to perform job functions.
- Other duties as assigned.
WORKING CONDITIONS:
Work Setting, including hazards:
- Duties are performed on construction sites (Hatcheries and Wildlife areas).
- Some tasks will involve sitting at a desk and working on a computer.
- Work in all weather conditions, including extreme heat, rain, or snow.
- Work in rough terrain, riverbanks, slippery slopes, and other surfaces in all types of weather conditions.
- Must be able to bend, stoop, squat, push, pull, and lift 60 pounds repetitively when loading and unloading trucks or moving materials around project site.
Schedule:
- Work 6:00 am-4:30 pm, Monday-Thursday.
- Work overtime as needed/requested. This will include overnight stays and evening and weekend work.
Travel Requirements:
- Travel required 80-90% depending on season.
Tools and Equipment:
- Basic hand tools, power tools such as drills, roto hammers, cut off saws, circular saws, hydraulic punch, metal band saws, welders, cutting torch, plasma cutter, chainsaws, and/or powered motors, automotive equipment and trailers.
Customer Interactions:
- Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.
Licenses:
- Possession of an un-restricted valid driver’s license recognized in the state of Washington and acceptable driving record.
- Valid First Aid/CPR Card or willing to obtain within 6 months.
- Forklift Certification or willing to obtain within 6 months.
- Class A Commercial Driver’s License (CDL) endorsement with current Medical Examiner’s Certificate is required.
NOTE: As a condition of employment for this job and in accordance with the U.S. Department of Transportation Rules and the Federal Omnibus Transportation Employee Testing Act of 1991, the selected candidate will be required to undergo pre-employment drug testing as well as queries for any violations of drug and alcohol regulations during prior employment and through the Federal Motor Carrier Safety Administration’s Clearinghouse. Candidates will be disqualified for employment if they refuse to submit to/or fail this pre-employment testing or refuse to provide consent for violations queries. Subsequent to employment, employees in this job will be subjected to ongoing random drug/alcohol testing, reasonable suspicion, post-accident, return to duty and follow-up testing as well as an annual query of the Clearinghouse.
- Qualifications

REQUIRED QUALIFICATIONS:
- Four (4) years of experience in operation of heavy equipment including bulldozer, graders, excavators, or similar equipment; or full journey status as a Heavy Equipment Operator and two (2) years of experience as a Construction and Maintenance Project Lead.
- Knowledge of the concepts involved in road maintenance (crowns, slopes, adequate drainage, etc.), or experience operating a motorized grader.
- Possession of a valid driver’s license recognized in the state of Washington and acceptable driving record.
- Class A Commercial Driver’s License (CDL) endorsement with current Medical Examiner’s Certificate.
- Valid First Aid/CPR Card or willing to obtain within 6 months.
- Forklift Certification or willing to obtain within 6 months.
- Knowledge of construction trade, correct types of equipment needed to complete all phases of construction and maintenance projects, different types of materials, cost, use and source of supply, and understanding the sequence of construction activities.
- Ability to read/analyze construction plans, specifications, blueprints, sketches and shop drawings.
- Ability to perform grade checking duties to include project layout and stakeout for staff operating heavy equipment.
- Ability to coordinate work, supplies, equipment, and personnel.
- Ability to prepare accurate and concise reports.
- Computer skills with experience using Outlook, Word, and Excel.

Preferred Job Knowledge and Experience:
- Knowledge of Washington State Purchasing rules and regulations.
- Knowledge of Hydraulic Project Approval (HPA) Permits.
- Two (2) years of experience in project management.
