Position Description

Seattle Public Utilities (SPU) has an opening for a Clean City Senior Planning & Development Specialist (Plng&Dev Spec, Sr) in the People, Community and Culture Branch. This position will be tasked with coordinating the development, implementation, and assessment of the Litter Abatement Program (LAP). In addition to managing the LAP program, the position will also focus on edu-enforcement with illegal dumping to help identify longer-term strategies for prevention and enforcement.

Job Responsibilities
  • Lead, coordinate, and plan the scope for Clean City programs and projects.
  • Develop and manage budgets and consultant agreements.
  • Analyze programs and implement improvements.
  • Engage community and stakeholder groups to help achieve programmatic goals.
  • Prepare and conduct presentations and workshops or various audiences including business and community groups.
  • Collaborate with City staff, such as SDOT, SDCI, SCL, DWW and Parks as needed to reach resolution on ongoing solid waste issues related to trash/recycling overflows, illegal dumping, oil spills, etc.

Qualifications

Education:  Bachelor’s degree in planning, urban design, environmental studies, public administration, business administration, finance, or related field.

Experience:  Three (3) years of experience in planning and research related to land use, environmental issues, conservation, inspection, community partnerships, or budgeting and financial forecasting, or other work directly related to City planning and development activities.

Experience/Education Equivalency:  A combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class may be substituted for the required education or experience.

License, Certification and Other Requirements: 

  • Current Washington State driver’s license.

• Has experience working with diverse populations including the ability to problem-solve and build consensus with divergent groups.
• Possesses sound judgment in selecting the appropriate planning methods and procedures to complete assigned projects successfully and efficiently.
• Has experience in data management and analysis techniques.
• Possesses budget experience in relation to program management.
• Has experience leading initiatives and filling a supervisory capacity.
• Exhibits high-level communications skills, both verbal and written and the ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base.
• Is knowledgeable in various research methodologies.
• Has experience evaluating and identifying program inefficiencies and finding suitable solutions.
• Possesses advanced analysis of Race & Social Justice framework and commitment to centering equity.

Telework Expectation:

  • This posting lists the “Work Location” at the Seattle Municipal Tower, 700 5th Avenue in Seattle, however, we expect this position to work remotely with occasional visits to the field and/or office for the foreseeable future due to the COVID-19 pandemic.
