Aviation Operations Specialist – Natural Resource Specialist 3 (Job Rotation/Limited Duration)
Job Description:

This position is currently being offered as either a Limited Duration appointment for anyone to apply OR as a statewide Job Rotation to all permanent, current State of Oregon employees (this includes regular status and limited duration employees who have completed trial service). State of Oregon job rotations require employer approval. Position is located in Salem.
What will you do?
As Aviation Operations Specialist you will assist the State Aviation Manager who serves as the agency’s technical expert and principal representative, consulting at all levels with internal and external stakeholders on the department’s aviation operations, policy, safety and training needs. You will coordinate the administrative needs of the program to include aircraft procurement, contracting, agreements, vendor relations, severity resource tracking/equipment inventory, aviation manager relief schedules, interagency relations, and aviation training coordination. You will support incident management teams and field offices with aviation operations during complex situations. You will be assisting in the development of new technology. You will assist in the development of guidelines, policies and safety standards as well as providing training.

WHAT WE ARE LOOKING FOR:
Candidates whose demonstrate skills, abilities and/or experience in the following:

Six years of experience in forestry, wildland fire management, aviation management/coordination, or closely related natural resource field. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
OR

Bachelor’s degree in Natural Resource Management, Forest Management, Aviation Management or closely related natural resource field and three years of forestry, wildland fire management, aviation management/coordination, or closely related natural resource experience. At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities. Note: Master’s degree in Forestry or closely related natural resource degree will substitute for up to one year of the required experience. Doctorate degree in Forestry or closely related natural resource degree will substitute for up to two years of the required experience.

Experience with Wildland Fire Aviation Operations at the state and federal level.

Ability to analyze trends related to Safety and Maintenance, Publish safety bulletins, and assist field with Incident Reports.

Database, spreadsheet, graphic and word processing skills, and ability to navigate within computing networks and online/internet environments.

Motivation to work independently and ability to make informed decisions under pressure.

Ability to provide quality training and coordination with field offices.

Ability to respond with short notice and stay for limited durations throughout the state, (primarily during the busy fire season).

Ability to handle routine, scheduled work, but also to handle occasional high stress situations in a diplomatic and positive manner.

Orientation toward creative and innovative solutions for the advancement of Aerial Fire Fighting.

Preference may be given to candidates who have current fire qualifications in any of the following NWCG/IQS positions: Air Operations Branch Director/AOBD, Helibase Manager/HEBM, Air Tactical Group Supervisor/ATGS and have completed NWCG M-410 Facilitative Instructor.

The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%
