Introduction

The Whatcom Conservation District is a non-regulatory, political subdivision of the State of Washington, organized under Chapter 89.08 of the Revised Code of Washington. The District Manager position is very complex and requires a diverse set of skills, a passion for conservation, and the ability to lead a staff of professionals.

The District Manager position is a full-time, at-will position. This position is exempt from the overtime provisions of the Fair Labor Standards Act. The District Manager is responsible for the overall management of the organization with direction from the Board of Supervisors.

Job Duties and Responsibilities

Lead personnel to accomplish the District’s mission, goals, and objectives

The District Manager has supervisory authority over all employees of the District, but may delegate supervision of program staff to the District Management Team.

 Provide motivational leadership to a strong team of dedicated professionals to fulfill the mission and vision of the District.

 Facilitate a non-discriminatory, positive, productive, and safe working environment.

 Apply and enforce District personnel policies.

 Establish, review, and update job descriptions and performance standards.

 Provide performance feedback to employees on an informal basis and through formal annual evaluations, consistent with annual work plan goals and objectives.

 Identify training needs and support employee’s professional growth.

 Address and resolve staff conflicts, concerns, and issues, as needed, to ensure a productive workplace.

 Create agendas and efficiently lead monthly staff and management team meetings.

Coordination with the Board of Supervisors

The District Manager assists the Board of Supervisors in the development of the District’s mission, goals, and objectives.

 Provide support, information, and recommendations to the Board of Supervisors.

 Assists in the orientation and training of new Supervisors and Associate Supervisors.

 Develop monthly Board meeting agendas in coordination with the Chair of the Board of Supervisors

 Assist Board committees in accomplishing goals and tasks.

 Coordinate with the Board of Supervisors and staff to develop District Annual and Long Range Plans of Work to meet objectives of the strategic plan following protocols from the Washington State Conservation Commission.

 Work with the Board of Supervisors to solicit and receive input from agencies, the public, staff, elected officials, and other stakeholders to inform Board decisions.

 Perform the critical role of ensuring a two-way relationship between staff and Board.

 Attend to other duties as assigned by the Board of Supervisors.
