The Position

Are you passionate about natural resource management?  Do you want to apply your scientific research skills to address complex environmental issues? You may be the Environmental Regulatory Coordinator for which we are seeking!

The City of Portland Bureau of Environmental Services (BES) is seeking a dedicated Environmental Regulatory Coordinator to coordinate the bureau’s response to new and modified toxics-related regulations and to oversee the application of these new regulations by commercial and industrial facilities throughout the City of Portland.

The Environmental Regulatory Coordinator will work within the Compliance Division of the Delivery Programs Work Group.  The Compliance Division protects surface water, groundwater, and the City of Portland storm and sanitary systems through pollution prevention, spill response, code development, and the regulation of over 4,000 industrial and commercial facilities.  This position will lead and develop critical strategies and approaches to reduce toxic pollutant discharges to storm and sanitary systems.

What you’ll get to do:

  • Develop scientific approach and studies to understand toxins entering the City system, groundwaters, and surface waters from the City system.
  • Develop toxics reduction plans for sanitary and storm systems, particularly PFAS and Mercury.
  • Develop sampling plans and guide sampling strategies in the storm and sanitary systems, and surface and groundwaters.
  • Research relevant federal, state, and other municipal approaches, policies, and strategies to understanding movement of toxins and how to reduce their impact.
  • Research and develop source control strategies to manage and reduce toxins from entering city systems.
  • Develop and promote source controls for industrial and commercial facilities.
  • Serve as liaison to city bureaus and DEQ regarding work towards toxics reductions.
  • Work with underrepresented communities to identify and minimize exposure from sources of toxins.
  • Manage the City’s EcoBiz program, which is a regional effort to control toxins at the source.
  • Evaluate industry implementation of source controls as required per the Bureau’s Source Control Manual.

An ideal candidate will demonstrate:

  • Experience working with industrial or commercial facilities to reduce pollutant discharges to storm or sanitary systems
  • Knowledge of toxic pollutants and experience with implementing or promoting the use of relevant best management practices to reduce their impact.
  • Strong verbal and written skills to effectively communicate with industrial representatives, policymakers, and regulatory agencies.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

  1. Knowledge of the principles of natural resources management and environmental protection.
  2. Advanced skill in negotiating with representatives of regulatory agencies to resolve technical and/or compliance issues.
  3. The advanced ability to analyze, interpret, explain, and apply relevant laws, Municipal Code and regulations, ordinances, policies, and procedures.
  4. The ability to analyze complex or technical issues and problems, evaluate alternatives and recommend policies, strategies, and effective courses of action.
  5. The ability to collaborate with communities of color and people traditionally underrepresented in local decision-making: facilitate inclusive participation in programs and activities; communicate cross-culturally.
