This is an opportunity to support to the Accounts Payable Manager while providing leadership and guidance to the Fiscal Analyst team.
With your experience, you will oversee and perform a variety of complex fiscal tasks focusing on the vendor payments, purchase card transactions, employee reimbursements, travel and utilities.
The optimal applicants are motivated, organized, detail oriented, able to multi-task and have exceptional communication skills.

- Duties

Our Fiscal Analyst 3
- Performs batch verification of vender payments, employee reimbursements, travel, utilities and purchase card transactions for proper supporting documentation.
- Adheres to agency purchasing rules, state and federal regulations.
- Troubleshoots complex payment and p-card related inquiries, providing error correction to team members based on analysis of input data.
- Performs financial reviews based on Office of Financial Management (OFM), Internal Revenue Service (IRS) and Generally Accepted Accounting Principles (GAAP) accounting requirements.
- Processes reconciliation/audits of discrepancies and/or complex vendor accounts as the need arises using the statewide accounting systems.
- Processes vendor payments, purchase card logs, travel and employee reimbursements in adherence to agency purchasing rules, state and federal regulations, as needed to ensure deadlines and unit goals are met and/or in absence of team members.
- Independently provides timely and accurate customer service to both internal and external customers for appropriate resolution on payment inquiries including purchasing and travel rules, prevailing wage, payment status, etc.
WORKING CONDITIONS:
- Work Setting, including hazards:
- Work environment is a busy office setting.
- Teleworking options are currently available.
- Schedule:
- Typically, 40 hours per week – Monday – Friday – 8:00 a.m. – 5:00 p.m.
- Schedule can also be adjusted to 4 days a week, 10 hours per day.
- May be required to occasionally work more than 40 hours per week or on weekends to meet deadlines during peak periods.
- The biennial/fiscal closeout occurs every July and August, there is very limited leave approved during these months.
- Customer Interactions:
- Interacts with various agency personnel, outside contractors, and other employees in the office.
- Qualifications

REQUIRED QUALIFICATIONS:
- High School Diploma/GED.
AND
- Two (2) years of professional experience in bookkeeping or accounting.
OR
- An Associate’s Degree in business, accounting or finance, or a higher level degree may substitute for the required professional experience.
Knowledge of:
- Principles and practices of financial record keeping conducting audits and performing accounting functions.
- Computer software programs (e.g., Outlook, Excel, Power Point, Word) to facilitate accounting operations.
- Internal control procedures to protect and safeguard organizational assets and resources.
- Debits and credits of accounts to ensure correct payments and receipts are recorded.
- Principles and processes for providing customer services.
PREFERRED QUALIFICATIONS:
- An Associate’s Degree, in business, accounting or finance, or a higher level degree with at least 18 quarter credits or 12 semester hours in accounting, auditing or budgeting.
- Knowledge of State and Agency accounting policies and procedures – basic principles of governmental accounting.
- Experience with the Agency Financial Reporting System (AFRS), Enterprise Reporting and Financial Toolbox.
- Demonstrated proficiency in using and understanding Agency Financial Reporting System (AFRS) for transaction codes, general ledgers, funds, etc.
- Two (2) years of relevant experience working with state government accounting.
- Professional experience analyzing, implementing and interpreting fiscal information, Office of Financial Management (OFM) guidelines and Federal/State regulations.
