As Implementation Manager for the Chehalis Basin Aquatic Species Restoration Plan (ASRP), objectives include:

Strategic planning and management of restoration projects

Coordinating multi-partner teams in development and execution of projects

Working closely with the ASRP Manager and Chehalis Basin Strategy Manager to ensure processes for design and construction of restoration projects are consistent with the ASRP and guidance of the ASRP Steering Committee

Leading and supporting on-the-ground implementation of large- and small-scale restoration efforts throughout the basin
Picture yourself, engaging with restoration managers, planners and practitioners to develop strategies and processes for implementation of a new Chehalis Basin restoration program – the ASRP. Coordinate with multiple agencies, the ASRP Steering Committee, technical and advisory groups, as well as the Office of Chehalis Basin, to ensure restoration project implementation is aligned with the goals of the ASRP

Duties
Our Implementation Manager will provide,
Restoration Implementation Planning
• Develop strategies and processes for selecting and implementing restoration projects that meet ASRP goals, in collaboration with the ASRP Manager
• Identify programmatic needs and issues related to ASRP implementation and collaborate with partners to achieve resolutions
• Establish processes for acquisitions associated with restoration projects
• Gather and communicate lessons learned to adapt project implementation and to inform future ASRP project implementation
Team Coordination,
• Coordinate the work of multi-organization implementation teams to ensure successful implementation of restoration projects, including managing project timelines, collaborating on project tasks, and integrating direction and input from internal and external partners
• Collaborate with the ASRP permitting team and construction project manager to ensure project success
• Partner with state contracting agencies and non-governmental organizations on project contract oversight needs
• Act as liaison between project implementation teams and ASRP policy and technical groups to ensure alignment with ASRP goals and the guidance of the ASRP Steering Committee
• Coordinate parallel processes for restoration design and pursuing select acquisitions as part of the projects, to ensure timelines and objectives are aligned
Contract Management,
• Manage competitive processes for the selection of contractors/consultants needed to support project implementation, as needed
• Negotiate contracts that meet ASRP objectives and achieve desired results
• Manage and direct the work of contractors/consultants to ensure the contract objectives are achieved and products meet expectations
Communication and Relationships
- Effectively communicate with ASRP Steering Committee and Science and Review Team, as well as the Office of Chehalis Basin
- Lead and facilitate meetings, workshops, and presentations
- Prepare briefing materials, project/program summaries, and correspondence
- Coordinate government-to-government consultation with interested tribes on ASRP restoration projects as necessary to meet WDFW’s obligations under Executive Order 05-05
- Actively communicate with internal and external stakeholders and partners, such as conservation districts, community organizations, land trusts, WDFW’s CAMP and the Recreation and Conservation Office, gathering input and integrating it into project implementation as appropriate
- And other duties as assigned.
WORKING CONDITIONS:
Work Setting: Duties are performed in an office setting, requires extensive computer use and sitting.
Teleworking options may be available.
Schedule (i.e., hours and days): Generally, 8 a.m. – 5 p.m. Monday – Friday with some evening and weekend work possible.
Travel Requirements: 30 to 50%, about 8 days a month, requires travel to meetings, site visits, and workshops and forums throughout the Chehalis Basin. Maintain a valid state driver’s license.
Tools and Equipment: Computers, cell phones, highway vehicles, videoconferencing, and standard office equipment.
Customer Interactions: Responsible for interacting with a variety of stakeholder groups, project partners, tribes, and members of the public. Excellent personal interaction and diplomatic skills.
Other: Provide technical direction to internal and external program and Agency professional staff involving complex or controversial studies or projects. May have policy level negotiation, interaction, and discussion with other Agencies at both the State and Federal level.

Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field

OR
- Four years of related professional experience may substitute for a bachelor’s degree provided the time is in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field

AND
- At least three years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration, or environmental policy, planning, or program development.
- Must have and maintain knowledge of:
- Complex natural resource management and planning principles, environmental laws, policies and programs concerning state resource development; governmental administrative structure at local, tribal, state, and federal levels; environmental, social and other problems affecting development of federal, tribal and state natural resource management programs; methods and objectives of natural resources planning.
PREFERRED QUALIFICATIONS:
• A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
AND
Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

• Verbal and Written Communications – Effectively conveys ideas and information using spoken language and written language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience/reader.
• Writing – Writes documents and project synopsis for technical and non-technical audiences.
• Facilitating Others – Coordinates and leads small groups, creating a cooperative and productive environment in which to resolve problems or develop and implement plans. Demonstrated ability to build partnerships and consensus, facilitate cooperative activities with diverse individuals and organizations, and negotiate agreements as a representative of an organization.
• Application of Knowledge and Analysis – Uses data and information in a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions. Applies knowledge of fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, restoration benefits, potential impacts, and likely remedies. Interprets and applies department and state policies in order to recommend courses of action that balance and address issues inclusive of multiple perspectives and needs.
• Planning – Logically integrates various ideas, intentions, and information to form effective goals, objectives, timelines, action plans, and solutions.
