The Eugene Water & Electric Board seeks an experienced Biologist II to provide biological sciences expertise to prepare all study, design, operating or implementation plans or reports necessary to ensure comprehensive and cost-effective deployment of the Wildlife Management Plan associated with the newly issued FERC Operating License at the Carmen-Smith Hydroelectric Project.
The selected candidate will also:
- Participate in planning and design of fish and wildlife monitoring programs; lead the collection of biological field data, monitor and evaluate biological compliance, perform analysis, and write reports; use geographic information systems (GIS) and other software to perform analysis and provide reports.
- Conduct or contract for the deployment of fish and wildlife monitoring programs at hydro projects.
- Ensure that fish and wildlife protection habitat and facilities perform as specified and that compliance related to reporting is complete and submitted for agency review as required.
- Monitor and evaluate natural resource issues that may affect EWEB now and in the future.
- Implement and advise EWEB’s environmental programs and policies.
- Develop productive and collaborative relationships with regulatory agencies and advisory groups.
- Collaborate with EWEB management, Board, public, and stakeholders for successful program outcomes.
- Develop strategies related to environmental initiatives, risk management, and programmatic priorities.
- Provide compliance expertise in addition to work listed above: including ESA, NEPA, Biological Opinions, Migratory Bird Treaty Act, and FERC fish and wildlife requirements.
The starting salary for this position is $78,704.22-$98,380.44 annually, commensurate with knowledge, skills, education, and experience as it relates to the position:

Minimum Training and Experience Required:
- Experience: Four years of experience in aspects of ecological, fisheries, or natural resources management.
- Education: Bachelor’s degree from an accredited college or university in biological or physical sciences or a closely related field.
- Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.
