The Supplemental Nutrition Assistance Program-Education (SNAP-Ed) Regional Program Consultant supports the missions of both the Division of Prevention and Community Health (PCH) and the Department of Health (DOH) by collaborating with partners to enhance the health of individuals, families, and communities. This position ties directly into these missions by working with our most vulnerable populations, those eligible for the Supplemental Nutrition Assistance Program-Education Program (SNAP-Ed), to promote healthy choices and physical activity and improve healthy food access.
This position provides professional program consultation and project management to local SNAP-Ed agencies, by providing support and technical assistance to local SNAP-Ed contractors as they manage local projects that promote and support healthy nutrition and active lifestyles. This includes consultation on evidence-based best practices for working with limited resource audiences, on nutrition and active living best practices and behavior change methods, and on project development and implementation with local entities. This position requires a strong understanding of program requirements and attentive, thorough oversight of regional SNAP-Ed program efforts. This position also includes contributing to overall program leadership and direction as well as supporting program administration.
This is a part-time (28 hours per week) permanent Health Services Consultant 3 (HSC 3) position within the Division of Prevention and Community Health (PCH), Office of Nutrition Services (ONS).

ONS works to improve the life-long nutrition and health of low-income individuals and families through nutrition and active living education, breastfeeding promotion and support, and increased access to healthy foods.

Duties Include
• Providing professional program consultation and project oversight to SNAP-Ed local contractors.• Promoting and assuring utilization of best practices and promising nutrition and active living education, policy, system and environmental changes.
• Identifying training and technical assistance needs of local contractors and provide ways to address those needs.
• Participating in internal, state, and regional meetings or trainings with state staff, SNAP-Ed contractors, other DOH staff and/or stakeholders to ensure up-to-date knowledge of best practices and consistent implementation of program policies.
• Monitoring local contractors for compliance with USDA FNS SNAP-Ed program guidelines, program quality, DOH policies and procedures, as well as Office of Management and Budget (OMB) compliance and fiscal accountability.
• Leading single and/or multi-region projects, workgroups, and/or areas of focus.
• Developing internal and external partnerships to maximize effectiveness of state or regional SNAP-Ed grant administration.

• Option 1: Bachelor’s degree or higher in public health, dietetics, nutrition, family and consumer sciences, culinary nutrition, kinesiology, exercise physiology, education, health care administration, public administration, business administration, education administration, social work, social justice, or related field.OR
• Option 2: Bachelor’s degree or higher in any field and credentialed as a Registered Dietitian.
OR
• Option 3: Five (5) or more years of professional management or consultative experience in a health services program.
And
• Two (2) or more years of experience, paid or volunteer, working with low-income individuals and/or families.
• Two (2) or more years of paid-work experience providing public health consultation or project/program management to individuals, groups, or organizations.
Desired Qualifications
• Master’s degree in public health, dietetics, nutrition, culinary nutrition, kinesiology, exercise, physiology, education, health care administration, public administration, business administration, education administration, social work, social justice, or related field.
• Paid-work experience working in SNAP-Ed or another federal, state or local public health, physical activity, or nutrition program.
• Experience developing, implementing, or evaluating policy, system, environmental (PSE) change strategies to improve health.
• Experience monitoring program requirements, program budgets, and program evaluation for quality assurance.
• Experience in developing or managing contracts.
• Experience working with Tribal nations or different cultural groups/individuals.
• Experience developing and leveraging effective and diverse partnerships.
• Multilingual – Preferred languages are Spanish, Spanish Creole, or Chinese (Cantonese, Mandarin).

Conditions of Employment/Working Conditions
