Under direction of the Chief Operations Officer (COO), the Chief Financial Officer (CFO) is responsible for managing all of Department of Natural Resources (DNR) budget and finance operations and reporting which includes: Budget, Accounting (accounts receivable/payable, cash flow, liabilities, and payroll), and Economics. The CFO oversees all financial processes to ensure operational efficiency, effective internal controls, and compliance utilizing industry best practices, state laws, and governmental accounting requirements.
The Chief Financial Officer provides leadership in economic, budget, and financial management services to support the mission and goals of DNR. The CFO provides independent financial management, analysis and support to the Chief Operations Officer and Executive Leadership Team and provides information to Washington State Office of Financial Management (OFM), the Governor’s office, and the Legislature ensuring DNR manages its financial resources in compliance with state and federal requirements and Generally Accepted Accounting Principles (GAAP).
This position supports the Agency’s mission by ensuring accurate and sustainable financial management oversight and providing appropriate consultation to executive management. The position provides timely and accurate data, analysis, projections, and financial expertise necessary for effective decision making.
Who are we looking for?
The right candidate has:
  • Bachelor’s degree in business, finance, accounting, public administration or related field from an accredited institution.
  • Five years of experience in finance, accounting, budgeting which includes management of multiple funds and sources of revenues.
  • Management experience leading complex budget and finance programs and projects.
  • Knowledge of governmental budgeting processes.
  • Knowledge of governmental accounting processes including: payroll, accounts payable/receivable, travel, fixed asset management, and purchasing.
  • Knowledge of economics to produce forecasts of revenues.
  • Knowledge of financial statutory requirements and policies.
  • Strong organizational management and leadership skills, with the ability to mentor and develop staff.
  • Capability to strategically contribute to executive-level decisions and collaborate with the members of the executive management team.
  • The incumbent in this position is required to travel.
Desirable Qualifications:
  • Masters’ degree in business, finance, accounting, public administration or related field from an accredited institution.
  • Certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant.
  • Management experience in a state or other public institution.
  • Experience with public sector budget and legislative policy development.
  • Demonstrated ability to develop, maintain, and strengthen partnerships, to establish credibility, and to work cooperatively with diverse stakeholder groups as well as with internal staff.
  • Demonstrated ability to communicate clearly and persuasively in writing and orally.
