Summary
The King County Parks and Recreation Division is accepting applications for a Project/Program Manager III position to lead the Targeted Equity Grant Program.  Individuals interested in joining our team must be committed to racial, social and economic equity for ALL people in King County. The Project/Program Manager III position will provide technical assistance to grantees and manage a portfolio of community partnership grant agreements and services contracts focused on providing additional parks, recreation and programming opportunities.  In addition, the PPM III will serve as lead staff to the Targeted Equity Grant Program advisory board, support processes for community investment, including drafting request for proposals (RFPs), negotiating and monitoring contracts, providing technical support to community contractors, and gathering and analyzing report information. This position works with community organizations and grass-roots coalitions that are tapping into their community’s strengths and assets. The Parks and Recreation Division seeks to build support and accelerate momentum through collaborative projects, programs and planning efforts in parts of the county where the greatest disparities exist for access to parks, open space and recreation programming. The PPM III will join a dynamic, multi-disciplinary team that includes several new grant programs within the Parks and Recreation Division.  This is a full-time, career service position that is funded through the voter-approved King County Parks levy.
The Targeted Equity Grant Program will provide funding for a broad range of investments that would result in increased access and use of parks, open space, and programs for public recreation facilities in underserved communities.  Historically, many communities in King County have experienced inequitable and limited regional investments in parks, open space and recreation.  There are an estimated 500,000 people in King County who live without proximity or access to parks, open space and public recreation facilities.  To help address these inequities, the parks levy includes funding for a targeted equity grant program for equity areas as defined by King County Code 26.12.003 and projects designed to increase access or use of parks and recreational facilities by individuals with disabilities.  This program is consistent with and builds upon the goal of investing in community partnership in the King County Equity and Social Justice Strategic Plan by helping to build internal capacities of community-based partners.

Permanent Telecommuting Requirement 

The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.
Job Duties
  • Act as liaison between community-based nonprofit and grass-root coalition partnerships, public entities and King County Parks to identify park and recreation needs within communities.
  • Support and provide direction to the Targeted Equity Grant advisory board which is comprised of up to 19 members and tasked with reviewing and making recommending funding recommendations for grants.
  • Establish and maintain collaborative working relationship with a diverse array of key stakeholders.
  • Provide technical assistance and resources to grant applicants, grant recipients, community partners, and internal partners.
  • Conscientiously communicate to advance community partner involvement/engagement.
  • Apply communication and group dynamic strategies in interactions with groups and individuals.
  • Seek input from other organizations, individuals, and the community to develop community driven programs.
  • Maintain an understanding of best practices and promising approaches to racial equity, social determinants of health, community-economic development, and/or public health. Evaluate information relevant to community connections, economic opportunity, promoting health and safe & affordable housing.
  • Create service agreements and contract documents, working with contract/finance staff, including scope of work, budgets, project timelines, invoices and report forms for funding of proposed project outcomes.
  • Monitor and track project budgets with support of fiscal staff and make timely requests for budget changes and contract revisions.
  • Manage service agreements and contracts with community agencies including developing scopes of work and ensuring grantee produces identified deliverables.
  • Draft documents for procurement (e.g. Request for Proposals) and assist with funding review and selection processes.
  • Develop project plan recommendations to implement policies and programs.
  • Develop recommendations for continuous project quality and process improvement.
  • Implement project plans and programs consistent with King County policies.
  • Create work plans, complete reports and achieve deadlines.
  • Other duties, as assigned.
Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Three years of experience working with underserved and diverse communities with the goal of identifying how best to work collaboratively towards meeting their needs for programs, projects and services.
  • Three years of experience with either managing a grant program or serving as a grant writer with skills that clearly demonstrate knowledge and understanding of how grant programs function.

  • Two years of experience in grants management to include developing processes such as application development and review, contract management and/or program design and implementation (including program development, budgeting, invoicing, and reporting).
  • Excellent oral, written, and interpersonal communication skills. Communicates in writing, orally, in person, and through electronic means with linguistic and cultural proficiency.
  • Ability to use an equity lens.
  • Subject matter expertise in one or more of the practice and policy areas: parks and recreation, community programming, social determinants of health and/or public health.
  • Experience providing technical assistance to diverse partners.
  • Ability to manage multiple tasks and projects.
  • Understanding of the benefits of community involvement in planning, implementation, and evaluation of projects, programs and services.
  • Ability to build and maintain effective working relationships with diverse stakeholders.
  • Commitment to following the equity and social justice principles of King County in the work-place.
  • Demonstrated ability and commitment to working collaboratively in a team environment with a variety of multi-disciplinary partners.
  • Proficiency with Microsoft Office and web-based enabled tools, and comfortable with computer use to perform functions associated with on-going work.
  • Regular and reliable attendance.

Highly Desired:

  • The equivalent of four years of experience or advanced training/education related to providing parks and recreation opportunities in underserved areas, planning, public administration, social work/human services, public health, community development or other closely related field.
  • Understanding and experience in policy development and implementation.
  • Experience developing community relationships to identify and advocate for identified needs.

Necessary Special Requirements:  Valid Washington State Driver’s License or the ability to travel to locations in King County that may not be served by public transportation.
