The Bureau of Emergency Communications (BOEC) is seeking an Equity Coordinator to join the team!

This position supports the 9-1-1 mission by assisting in the coordination and implementation of equity work across the Bureau. This position also performs other assignments in connection with the procurement process, contracting, capital, accounts payable, and provides backup for human resource position management, maintenance, and reporting. This position helps ensure processes are completed within City submission time frames, policies, procedures, and laws with high-quality expectations.

This position will be cross-trained in different business operational processes and will serve as a backup when needed and will perform additional duties as assigned. This position will also work on special case by case projects as assigned.

An extensive background check is required.

Duties and responsibilities include:

  • Development of bureau Title VI, Title II, and LEP plan
  • Prepare and organize Title VI and LEP training for bureau employees.
  • Analyze, interpret, and explain Title VI, Title II, and LEP laws.
  • Assist in the development of Equity performance measures.
  • Assist in coordination and collaboration with stakeholders on equity milestones, goals, outcomes.
  • Coordinate communication of equity processes, updates, achievements.
  • Research and provide answers to technical finds regarding Title VI, Title II, and LEP benchmarks.
  • Monitor and track equity budget.
  • Contract/IGA preparation, interpretation, negotiation, oversight; tracks accounts payable, contract and capital expenditures, researches and resolves contract problems and disputes.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.
   To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, and/or experience, meets each of the following minimum qualifications:

  1. Knowledge of the principles of equity and public administration
  2. Ability to collaborate with communities of color and people traditionally underrepresented in local decision – making, facilitate inclusive participation in programs and activities, communicate cross-culturally
  3. Ability to evaluate consultant proposals, administer and oversee the management of consultant contracts
  4. Knowledge of the principles of project planning and management.
  5. Ability to analyze, interpret, explain, and apply relevant laws, regulations, ordinances, policies, and procedures.
