The Position
The City of Portland is seeking a Sustainable Future Program Manager to join Portland Parks and Recreation (PP&R)
About the position:

The Sustainable Future Program Manager manages an urgent but long-term effort to align service levels and resources at Portland Parks & Recreation (PP&R). This position leads strategic coordination of all facets of the bureau – operating divisions, finance, outreach and engagement, communication, planning to articulate the desired service levels of the entire bureau, the barriers to achieving them, and developing a resourcing plan to breakdown those barriers. This position’s strategic coordination involves both detailed project management and clear enterprise-level authority to elaborate and implement the strategic direction of PP&R. This position requires expertise in project management, planning, communication, finance, and a variety of other critical competencies to create a critical path across all the various workstreams and manage communications to align efforts internally and externally.

What you’ll get to do:
  • Plan, develop, implement, and administer research, programs, and projects focusing on Sustainable Future (i.e. establishing desired service levels and developing resources to support them and the operations to implement them).

  • Supervise, research, and analyze technical questions, scheduling, public involvement, budgeting, performance, and results.

  • Develop and present objective analyses, observations, findings, conclusions, and recommendations to supervisors, managers, and City officials via written reports, oral presentations, and public forums.

  • Manage and perform technically complex research and compilation of data from various sources; assemble, analyze, and interpret data; perform causal analyses; develop analytical techniques and data-gathering processes.

  • Develop and utilize analytical models and forecasts to analyze and document project, program or policy development and implementation, budget, fiscal year costs, revenue and expenditures, and staffing impacts; recommend updates for forecasting, planning, tracking, or performance monitoring models.

  • Serve as a senior policy advisor to the Director, Deputy Director and Equity Manager.

  • Supervise PP&R Levy Program Coordinator.

  • Contribute to the achievement of PP&R’s policies, plans and Racial Equity Plan.

  • Degree in Public Administration or Business Administration (Master’s desirable).

  • Exercises critical investigative ability, judgment, and discretion in making high-level recommendations or independent decisions with an organizational impact across the entire city.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19.  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.

To Qualify
Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training and/or experience, meets each of the following minimum qualifications:
  1. Thorough knowledge and experience in public administration, public agency financial management and reporting, and organizational analysis.

  1. Knowledge and experience utilizing change management and the social, political, and intergovernmental issues influencing public agency operations.

  1. Ability and experience analyzing and identifying complex economic, financial and organizational issues, evaluating alternatives and providing sound, fact-based conclusions and recommendations.

  1. Experience communicating clearly, and persuasively, both verbally and in writing, including preparing concise and comprehensive reports, documents involving organizational, budgetary, and financial data explaining complex analytical topics to non-technical audiences.

  1. Experience working with a multicultural workforce, promoting an equitable workplace environment, and applying equitable program practices to diverse and complex public services.

  1. Experience with employee supervision, including training and performance evaluation.
