Summary

Who is Eligible: This position is open to internal candidates employed by the King County Wastewater Treatment Division (WTD).  First consideration will be given to employees represented by Technical Employee’s Association (TEA).  Applicants from this recruitment may be considered for other vacancies as they occur.

Permanent Telecommuting Requirement

The work associated with this position will be performed remotely on a permanent basis.  There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. 

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties

Under the direction of more senior staff, the Water Quality Planner/Project Manager II will be responsible for carrying out a variety of environmental planning tasks for projects to be assigned in support of the WTD capital program, including (but not limited to) the following:

  • Conduct or manage environmental reviews and impact analyses, and prepare environmental documentation required by local, state and federal environmental regulations (e.g., SEPA, NEPA, ESA, NHPA) in support of WTD projects.
  • Recommend appropriate mitigation measures to address the potential environmental impacts of WTD projects.
  • Ensure that projects comply with County and Federal cultural resources laws and requirements.
  • Facilitate solutions to environmental planning-related concerns that arise during the design and implementation of capital projects.
  • Develop and maintain collaborative working relationships with members of other work groups within the section, WTD capital project team members, and external stakeholders.
  • Manage the work of environmental consultants supporting WTD projects and programs (e.g., prepare scopes of work, schedules and budgets).
  • Serve as environmental planner on multi-disciplinary project teams supporting capital projects that are of low to moderate complexity and risk to WTD.
  • Review and provide environmental input on project plans and specifications.
  • Represent the WTD’s interests in discussions with relevant agencies and tribal representatives regarding the anticipated environmental impacts of proposed projects and programs.
  • Perform research and compile information for more senior staff on environmental impacts or environmental regulations.
  • Evaluate programs and proposals of other agencies for effects on assigned programs and recommend WTD response.
  • Act as project representative for ECSS multidisciplinary work order contract to support capital projects and programs.
Experience, Qualifications, Knowledge, Skills
  • A bachelor’s degree in environmental science, planning or closely related field, or the equivalent combination of education and experience is required.
  • Two years of increasingly responsible relevant planning, environmental science or related experience.
  • Experience working in a professional office environment.
  • Experience working on teams and conducting research on environmentally related topics.
  • Excellent oral and written communication skills.
  • Conflict resolution skills and the ability to tactfully and effectively represent the interests of the Environmental and Community Services Section on multi-disciplinary project teams.
  • Proven ability to resolve interpersonal issues on work teams promptly, respectfully and discreetly.
  • Proven ability to manage a number of project assignments/tasks simultaneously.
  • Ability to learn tasks quickly.
  • Valid Washington State driver’s license or alternative ability to travel to meetings or field sites in a timely manner, including outside regular working hours.

NECESSARY SPECIAL REQUIREMENTS: 

  • Knowledge of the Washington State Environmental Policy Act (SEPA).
  • Experience and/or technical knowledge of relevant natural resource issues, such as water quality, air quality, threatened and endangered species, and other ecological functions potentially affected by the construction and operation of wastewater infrastructure.
  • Working knowledge of applicable planning techniques and principles.
  • Experience working with a diverse group of stakeholders.
  • Ability to occasionally work outside regular working hours.
  • Ability to attend field meetings and safely conduct project site visits in varied locations.

HIGHLY DESIRABLE:

  • Working knowledge of wastewater systems and operations.
  • Experience in public works planning or capital project implementation.
  • Professional certifications related to environmental planning or capital project construction.

License/Certification: A valid Washington State driver’s license.
