The purpose of CHS is to strengthen King County’s safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system as well as assures access to quality services through partnerships and regional programs. This position is part of the CHS Division’s COVID-19 Homeless Response.

The Area Manager (Health Services Administrator II) is responsible for leading, directing, and evaluating the strategic direction, management, and overall operations for COVID-19 Homeless Response field programs in King County, currently including the Health Engagement Action Resource Team (HEART) and the Mobile Assessment Team (MAT). HEART and MAT focus on serving people experiencing homelessness who may also be experiencing behavioral health and substance use disorder conditions and/or people with limited access to services due to cultural, language, or immigration barriers and/or people who disproportionally experience adverse health outcomes based on race.

  • HEART provides both proactive and reactive visits to homeless service sites to assess practices for health, safety, wellness, and infection prevention. They conduct a targeted on-site clinical assessment of residents and staff and an on-site facility assessment of current infection and control strategies, provide education and training to prevent further transmission, conduct limited testing on those with CLI symptoms, initiate rapid referral of residents to isolation and quarantine, and determine if follow-up support is needed.
  • MAT provides proactive and reactive COVID-19 testing for people who are at high risk for severe illness from the disease and are not able to access testing at a hospital, clinic, or other site. This includes residents of supportive housing programs, behavioral health residential programs, emergency shelters, adult family homes, and assisted living or long-term care facilities. The team provides reactive testing directly to sites where there is a suspected or confirmed COVID-19 case as well as proactive testing for surveillance in homeless service sites.

This position will be responsible for coordinating activities and efforts across CHS and will help to facilitate the collaborative response across other divisions within Public Health including the Environmental Health Division, Communicable Disease / Epidemiology section, the Department of Community and Human Services and with partners in the homeless services community.

This position is anticipated to last through August 31, 2021, with the potential of extension based on COVID-19 response planning needs and funding.

WHO MAY APPLY: This position is open to the general public as a Term Limited Temporary position, and King County Career Service employees as a Special Duty Assignment.

WORK LOCATION: The primary work location for this position will be the 10th floor of the Chinook Building, located at 401 5th Ave in Seattle, WA 98104, with the expectation of travel to various locations throughout King County

Some of the work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

WORK SCHEDULE: This full-time position works Monday through Friday, 8:00 am to 5:00 pm- 40 hours per week. Some weekend and evening work will be required. This position is Exempt from the provisions of the Fair Labor Standards Act (FLSA) and is ineligible for overtime.

Job Duties
  • Direct the daily operations of the COVID-19 Homeless Response field programs. Develop, prioritize and implement program goals and objectives. Align and refine field program priorities within the overall COVID-19 homeless response goals.
  • Ensure the COVID-19 field programs are well-aligned and integrated with other services and programs within Public Health – Seattle & King County, including the Public Health Centers and the Health Care for the Homeless Network (HCHN).
  • Evaluate staffing needs to ensure adequate staffing to meet program and department goals. Define roles and responsibilities for new positions, execute equitable hiring processes, and support training.
  • Provide direct supervision of the management team of COVID-19 field programs. Build a work environment that promotes a culture of service; that champions diversity, teamwork, continuous improvement, shared success; and that fully enables staff to utilize their skills and competencies in the service of our clients.
  • Establish and maintain effective relationships with division and department leaders and staff as well as homeless service providers, healthcare partners, human/social service agencies, local governments, and those with lived experience to determine how best to prevent and control the spread of COVID-19 within the homeless response system.
  • Partner closely with CHS leadership and managers of the Health Care for the Homeless program, operations staff, and finance managers, all of whom provide programmatic, budget, and quality oversight and support for the programs.
  • Perform other duties as assigned.
